On April 10, Politburo member and Prime Minister Pham Minh Chinh chaired the 4th meeting of the Government Standing Committee.
The meeting was to implement the conclusions of the Politburo, the direction of key leaders and General Secretary To Lam on proactive, timely, appropriate, flexible and effective response to the new US tariff policy and solutions to stabilize the macro economy, promote growth, control inflation, and remove difficulties for businesses and people.
Concluding the meeting, the Prime Minister noted the requirement to prevent unemployment; review affected subjects, especially in the textile, footwear, woodwork and seafood industries.
Inheriting previous policies to design appropriate support policies, ensuring that the support subjects are accurate, focused, key, clearly defining the scope, subjects, duration, level and resources of support.

Regarding fiscal policy, solutions to extend and postpone taxes under the authority of the Government, ministries and branches need to do it immediately. Taxes exemption and reduction policies should continue to be studied and proposed immediately when the National Assembly issues a resolution, this needs to be done quickly in the overall foreign economic relationship and integration.
VAT refunds must be quick and timely, cut administrative procedures; expand subjects and extend the time with policies related to fees, charges, land rent, etc., including land rent for tea farmers.
Regarding monetary policy, continue to stabilize exchange rates, strive to reduce interest rates through cost reduction, application of science and technology, digital transformation; implement debt freeing, debt extension, and deferral.
Propose and implement solutions, such as preferential credit packages for a number of areas and items such as the VND500,000 billion credit package for infrastructure, science and technology, stimulating domestic consumption, and expanding credit packages that are being effectively implemented.

Regarding social security policies and support for workers, the Prime Minister directed the review and proposal of support for the number of affected workers; continue social security policies, support for meritorious people, the poor, social insurance, and resolve unemployment policies; this should be done soon, and reported to the Government before April 20.
Support employers, connect labor supply and demand, support job creation; research and supplement policies to support minimum living expenses for employees; promote social housing programs.
The Prime Minister requested the Vietnam General Confederation of Labor to support union members in the sectors that were strongly affected.
At the same time, businesses are proactive, adapt to new situations, apply science and technology, ministries, branches and agencies actively support businesses in terms of market, capital, management, designs, packaging, and intellectual property rights.
The Prime Minister requested that tomorrow (4.11, the US side establish a negotiation team led by the Minister of Industry and Trade, developing appropriate scenarios and solutions, in the spirit of ensuring maximum national and ethnic interests and harmonious benefits and shared risks.
The Ministries of Industry and Trade, Finance, and Foreign Affairs continue to consult international friends; at the same time, ensure the implementation of Vietnam's commitments to other countries and prevent trade fraud.
