The Government Office has just issued Document No. 2976/VPCP-CN dated April 9, 2025, conveying the direction of Politburo member and Prime Minister Pham Minh Chinh on inspection activities for oversized and overloaded vehicles.
Considering the report of the Ministry of Construction in document No. 1024/BXD-KHCNMT&VLXD dated March 26, 2025 on the press's reflection on congestion in inspection activities for oversized and overloaded vehicles, the Prime Minister assigned the Ministry of Construction to continue to direct and support inspection facilities to effectively conduct inspection work for road motor vehicles in general and oversized and overloaded vehicles in particular.
The Prime Minister requested that there should be no congestion in inspection activities, causing difficulties for people and businesses.
According to the Government Portal, the press previously reported that many tractor-trailers and semi-trailers of transport enterprises were refused inspection by inspection facilities across the country.
According to the Vietnam Automobile Transport Association, the above situation arose from the fact that Circular No. 47/2024/TT-BGTVT, effective from January 1, 2025, issued too close to the effective date, causing many difficulties and confusion for state management agencies from the preparation to application of new technical regulations in organizing inspections for oversized and overloaded vehicles.
On March 13, 2025, the Government Office issued Document No. 2052/VPCP-CN to the Ministry of Construction, notifying the Prime Minister's direction on handling information reported by the press.
Regarding this content, the Ministry of Construction reported to the Prime Minister: Circular No. 47/2024/TT-BGTVT is developed in accordance with the procedures prescribed by law on promulgating legal documents.
The Vietnam Register has organized propaganda, dissemination, and training for inspection facilities across the country. However, there are still problems as reflected by the Vietnam Automobile Transport Association.
According to the Ministry of Construction, the cause of the problem is that the registry facilities are still confused in preparing the conditions for testing the brake item for oversized and overloaded vehicles, which must carry out the external inspection according to the provisions of the National Technical Regulation, namely: vehicle speed measuring tools (must be calibrated in accordance with the law on measurement); Conditions for braking roads.
The Ministry of Construction and the Vietnam Register proactively support and urge inspection facilities to immediately equip themselves with adequate inspection equipment and tools and conduct inspections outside the inspection facilities according to regulations.
The Ministry of Construction also issued a document requesting localities to direct specialized agencies to support businesses in the area in preparing locations (brake effectiveness inspection roads) to create more favorable conditions for conducting inspections of vehicles under the above subjects.
