Second, streamline the organizational apparatus of the political system.
Third, developing the private economic sector.
Fourth, international integration in the new situation.

To implement this " strategic four ministries", the Government has been focusing on implementing 3 strategic breakthroughs: breakthrough in perfecting institutions and laws; breakthrough in infrastructure development and breakthrough in administrative reform, human resource training, with the motto "open institutions, smooth infrastructure, smart human resources".
The Prime Minister directs ministries, branches and localities to proactively handle work to ensure smoothness and no congestion, continue to promote administrative reform, create maximum conditions for businesses and people, work with all enthusiasm, heart and mind, not just to finish.
In the face of the US applying a new tariff policy, the Prime Minister requested to be calm, steadfast in its foreign policy of independence, self-reliance, diversification, multilateralization, being good friends and trusted partners of all countries; building an independent, self-reliant, proactive economy, actively integrating deeply, substantially and effectively into the international economy.
Emphasizing the need for balanced and sustainable cooperation with the US, for the benefit of both sides, the Prime Minister requested that there be adaptive solutions both immediate and long-term; both direct and indirect; both comprehensive, strategic and specific; both key and comprehensive with tariff and non-tax policies.
At the same time, it is necessary to go through all channels, through political, diplomatic, economic and trade solutions; taking into account the overall foreign economy of Vietnam and not affecting other markets.
The Prime Minister stated that the US is Vietnam's most important export market but not the only market, there are many other important markets.
The Prime Minister noted that it is necessary to exploit more effectively the 17 Free Trade Agreements (FTAs) signed and continue to negotiate and sign additional FTAs with new partners, including the US.
The head of the Government requested relevant parties to continue to ensure macroeconomic stability, operate fiscal and monetary policies proactively, promptly, flexibly, harmoniously and effectively; control inflation well; ensure major balances.
In particular, it is necessary to strengthen the fight against trade fraud, especially the fight against importing goods from third countries for export to the US; have policies to support businesses in difficulty, especially goods and businesses that are greatly affected through reducing taxes, fees, charges, and credit packages.
