Online public administration: Fast and convenient
In early December, Mr. Nguyen Van Binh (Hiep Binh Chanh Ward, Thu Duc City) submitted an application for a construction permit (GPXD) online. Using his VNeID electronic identification account, he logged into the Ho Chi Minh City Administrative Procedure Information System (TTHC), filled in the information, attached a photo of the red book, construction drawings and the application for a GPXD.
Just one day later, Mr. Binh received a text message notifying him that his application was valid, instructing him to pay the fee and setting a date for the results. “Applying online saves time, no need to go directly to the one-stop department to get a number and wait,” Mr. Binh shared.
Similarly, Ms. Mai Thi Oanh (Binh Thanh District) has just registered for her child's birth certificate via the VNeID application. It only took her 10 minutes to photocopy documents, fill out the application form and submit the application. Less than a week later, she received the results and completed two more related procedures: issuing a health insurance card and registering permanent residence for her child. "I am very satisfied with having three things done at once. I hope there will be more procedures like this so that people can do it in a digital environment without having to travel a lot," Ms. Oanh said.
According to the Ho Chi Minh City People's Committee, the city has completed digitizing all data of 4 types of household registration books: Marriage registration books, birth registration books, death registration books and recognition of fathers, mothers and children, with more than 12.8 million records. Digitization allows Ho Chi Minh City residents to issue copies of all types of household registration documents regardless of the place of initial registration or place of residence. Instead of searching for records in traditional records, data is exploited from the city's shared data warehouse with 45 database groups in many different fields.
These improvements have helped cut more than 3,500 working hours in handling administrative procedures, simplifying the process by reducing 1-2 steps in many procedures. Currently, Ho Chi Minh City has 966 administrative procedures performed through online public services, of which 611 are full-process public services (processed entirely online) and 335 are partial public services.
People enjoy many benefits
Digital transformation has "entered every alley, knocked on every door", every person, bringing convenience to people, promoting the development of the country. After 3 years of implementation, Project 06 has brought many values to people, businesses and the Government.
For citizens and businesses, full documents have been provided to ensure daily activities and work in the online environment (100% of citizens have been issued personal identification codes; 87.7 million citizens have been issued electronic chip-embedded ID cards; more than 78.3 million electronic identification accounts have been issued and over 57.1 million accounts have been activated).
Through connecting, sharing, and integrating documents, people enjoy many conveniences, which is the foundation for implementing digital citizen utilities in the future. For essential public services, about 3,500 billion VND is saved annually.
In particular, the Ministry of Public Security has pioneered and taken the lead in implementing the Law on Electronic Transactions. People can present their driver's license integrated into the VNeID application when participating in traffic without having to carry documents as before and deploy the first-time online vehicle registration process on VNeID.
The national population database has connected with 18 ministries, branches, 1 state-owned enterprise, 3 telecommunications enterprises and 63 localities, synchronizing over 764 million citizen information to enrich population data, update regularly, and ensure the data source is "correct, sufficient, clean, and alive".
To date, Hanoi has also created data on nearly 10 million people with over 16.6 million medical examinations on the city's health record software. Replacing paper medical examination and vaccination books with electronic health books has saved about 83 billion VND and other costs.
Ho Chi Minh City alone has issued over 8 million citizen identification cards, over 500,000 ID cards and over 6 million electronic identification accounts; issued about 500,000 public digital signatures; over 1 million electronic health books integrated on VNeID.
