Social insurance reduces many units after restructuring and streamlining

Vietnam Social Security is expected to become a public service unit of the Ministry of Finance, with 14 departments, 7 units less than at present.

The Ministry of Home Affairs has reported on the addition and completion of the plan to reorganize and streamline the Government's apparatus, including the plan to reorganize the apparatus of Vietnam Social Security.

According to the report of the Ministry of Home Affairs, the Ministry of Finance was assigned to reorganize the Vietnam Social Security into a public service unit with 14 departments (reducing 7 units). At the same time, arrange and restructure the internal units of 63 provincial Social Security into 35 regional Social Security.

Reorganize and restructure 640 district-level Social Insurance to 350 inter-district Social Insurance, eliminate 147 professional groups (reduce 651/1,465 units, equivalent to 44.4%).

Previously, at a meeting with Government leaders on the arrangement and streamlining of the Vietnam Social Security apparatus in December 2024, General Director of Vietnam Social Security Nguyen The Manh also gave an overview of the social security network, its specificity, operations and management of the Social Security Fund and Health Insurance.

Based on practice and international experience, in recent years Vietnam Social Security has implemented the arrangement, streamlining of the apparatus, and reduction of staff.

Implementing the instructions of the superiors, based on the requirements to ensure sustainability and increase coverage, Vietnam Social Security has developed a plan to transfer Vietnam Social Security from being under the Government to being under the Ministry of Finance. Organized into a public service unit under the Ministry of Finance.

At the same time, it is proposed to streamline the apparatus as follows: Currently, Vietnam Social Security has 21 departments and equivalents, and will implement mergers and consolidations to reduce units.

Similarly, at the provincial Social Insurance, arrangements will also be made to reduce units. At the district level, we will continue to streamline and organize inter-district models in favorable localities, while taking into account the characteristics of disadvantaged districts, thereby reducing district-level social insurance units...

Vietnam Social Security also made proposals related to unemployment insurance management; implementing supplementary pension insurance.

According to the plan of the Government Steering Committee, the Ministry of Finance is also assigned to reorganize the General Department of Taxation into the Tax Department; the General Department of Customs into the Customs Department; the State Treasury (general department level) into the State Treasury, an organization equivalent to the department level; the General Department of State Reserves into the State Reserve Department...
