Prof. Dr. Ta Ngoc Tan - Permanent Vice Chairman of the Central Theoretical Council - said that consultation is carried out throughout the document preparation process at different levels: ask for opinions from scientists, people's organizations, socio-political organizations, research organizations, universities. The contents of the document are continuously discussed and discussed at all different levels. The updating and supplementation of documents during the document development process has been carried out continuously since the beginning of the draft. The entire process of drafting documents to submit to the 14th National Party Congress is an "open" process, meaning continuously asking for opinions and receiving opinions from the people to build and complete documents.
Previously, the public consultation on the draft Resolution amending and supplementing a number of articles of the 2013 Constitution attracted more than 280 million opinions for about 1 month (from June 6 to 5, 2025).
According to the Government's report, the approval rate for the contents of the draft Resolution is 99.75%. Based on the synthesis of the results of consulting with the people, sectors and levels on the draft Resolution, the Government proposed to accept and revise the draft Resolution.
These extremely impressive figures show the special attention of the Party, the consensus and responsibility of cadres, party members and people for the document that is fundamental to the future of the country. This result once again affirms that the policy of amending and supplementing a number of articles of the 2013 Constitution has correctly demonstrated the "Party's heart, the People's heart", reflecting the high consensus and unity of all classes of people, sectors, levels and localities.

Taking public opinions on draft documents of the 14th National Party Congress or collecting public opinions on draft Resolutions amending and supplementing a number of articles of the 2013 Constitution is just two of many examples showing that the process of collecting public opinions is strongly organized, attracting a large number of people, organizations, and agencies, demonstrating the deep grasp and thorough implementation of the viewpoint of "people are the root" and promoting the role of the subject, the central position of the people; tightening the close relationship between the Party and the people...
reality shows that in all work, our Party and State always identify "the people as the root", truly trust, respect and promote the people's mastery; persistently implement the correct principle: "People know, people discuss, people do, people inspect, people supervise, people benefit". Many important tasks in Party building, institutional and policy building have been widely consulted by the people. For example, in the process of developing legal documents, one of the very important steps is to collect the opinions of the people. Since then, draft Circulars, Decrees, and Laws have been increasingly improved thanks to the contribution of the people. Typically, in 2023, the draft Land Law (amended) had over 12 million comments.
At the 1st Congress of the Fatherland Front Party Committee (FPA) and Central organizations for the 2025-2030 term, General Secretary To Lam emphasized the viewpoint of directing the people as the center, subject, goal and driving force of innovation. The General Secretary also outlined important tasks such as consolidating and expanding the great national unity bloc "no one is left behind". Along with that is the requirement to care for people's lives with 6 key areas of people's livelihood and assign the main responsibility to each organization.
The above examples show that the people's spirit is the center, the subject of innovation; all policies and guidelines must truly come from the aspirations, the legitimate rights and interests of the people are thoroughly grasped and widely practiced. These contents continue to be mentioned as one of the lessons learned after 40 years of renovation stated in the draft Political Report of the 13th Party Central Committee at the 14th National Congress of the Party.
Associate Professor, Dr. Nguyen Viet Thong - former Secretary General of the Central Theoretical Council - analyzed that in the draft documents of the 14th National Party Congress, the contents of the assessment of the 5 years of implementing the Resolution of the 13th National Party Congress and the country's mechanism after 40 years of renovation and drawing profound lessons.
