On the morning of September 14, in Hanoi, the Standing Committee of the Central Military Commission organized a conference to consider and give opinions on the proposal to transfer the investigation authority of the Investigation Agency of the Central Military Procuracy to the Investigation Security Agency of the Ministry of National Defense under the Department of Military Security Protection, according to the e-Portal of the Ministry of National Defense.
General Phan Van Giang - Member of the Politburo, Deputy Secretary of the Central Military Commission, Deputy Prime Minister, Minister of National Defense chaired the conference.
Attending the conference were General Nguyen Trong Nghia - Member of the Politburo, Secretary of the Party Central Committee, Member of the Standing Committee of the Central Military Commission, Head of the General Department of Politics of the Vietnam People's Army; Comrades Members of the Party Central Committee, Deputy Ministers of National Defense: General Nguyen Tan Cuong - Member of the Standing Committee of the Central Military Commission, Chief of the General Staff of the Vietnam People's Army; Senior Lieutenant General Nguyen Truong Thang - Member of the Standing Committee of the Central Military Commission; Senior Lieutenant General Nguyen Van Gau.
Also attending were Lieutenant General Le Van Huong - Deputy Chief of the General Staff of the Vietnam People's Army; delegates of leaders and commanders of a number of functional agencies of the Ministry of National Defense.
At the conference, representatives of the General Staff presented a report on the proposal to transfer the investigation authority of the Investigation Agency of the Central Military Procuracy to the Investigation Security Agency of the Ministry of National Defense under the Department of Military Security Protection.
Implementing the direction of the Head of the Ministry of National Defense, the General Staff has assigned the Legal Department of the Ministry of National Defense to preside over and coordinate with relevant agencies and units to study and propose to the Standing Committee of the Central Military Commission to consider and give opinions on this content.
According to the report, the transfer is carried out in the direction of not causing organizational and staffing problems, ensuring unity and synchronization of focal points for receiving, managing, and handling crime reports and denunciations.
Based on the report, delegates expressed high agreement with the proposed content, and analyzed and clarified the legal basis, suitability and advantages in the implementation process.
Speaking at the conclusion of the conference, on behalf of the Standing Committee of the Central Military Commission, General Phan Van Giang agreed with the proposed content; and at the same time noted some details that need to be revised, ensuring a tight and appropriate proposal report.
General Phan Van Giang requested judicial agencies in the Army to continue to implement measures to improve professional qualifications and expertise; strengthen coordination, ensure successful completion of tasks, and resolve related cases accurately, promptly, and in accordance with regulations.
Continue to update the amended and supplemented contents of the Law on Organization of Criminal Investigation Agencies when promulgated to apply them appropriately to practical work; and at the same time assign functional agencies to complete documents, summarize, and report to competent authorities according to regulations.
