This content is required by the Government in Resolution 37/2026/NQ-CP on the structure, quantity and some policies for principals, directors, vice principals, deputy directors, and educational support personnel when implementing the arrangement of public preschool, general, continuing education, and vocational education institutions at the provincial and commune levels.
The Government requests the Ministry of Education and Training (MOET) to preside over and coordinate with relevant agencies to monitor, inspect, urge, firmly grasp the situation, promptly guide, remove difficulties and obstacles arising within the scope of management as assigned by the Government; report to the Government on contents beyond its authority.
At the same time, preside over guiding and directing localities to synchronously implement solutions to overcome the situation of teacher surplus and shortage when arranging educational institutions.
The Ministry of Home Affairs shall guide the settlement of staff streamlining policies for the subjects specified and policies to preserve leadership position allowances for the subjects specified in this Resolution.
The Ministry of Home Affairs coordinates with the Ministry of Education and Training in guiding and removing difficulties and obstacles arising in the process of implementing the arrangement of educational institutions under state management functions and tasks on organizational structure and staffing.
Provincial People's Committees direct and organize the implementation of regulations on structure, quantity and a number of policies for principals, directors, vice principals, deputy directors, and educational support personnel when implementing the arrangement of public preschool, general, continuing education, and vocational education institutions at the provincial and commune levels according to the provisions of this Resolution;
Direct and guide the sending of educational support personnel to participate in training and fostering to meet the requirements of new job positions; develop and submit to the People's Councils of provinces and centrally-run cities to decide on local budget estimates according to the provisions of the State Budget Law to perform training and fostering tasks for educational support personnel.
Provincial People's Committees decide to assign civil servant payroll according to their authority; direct the restructuring, arrangement, transfer, and transfer of education civil servants and the arrangement, arrangement or concurrent implementation of educational support personnel positions to overcome the situation of surplus and shortage of teachers and educational support personnel in the area in accordance with the scale and actual conditions of educational institutions, ensuring compliance with the number of employees according to the guidance of the Ministry of Education and Training;
Resolving policies and regimes for the team of principals, directors, deputy principals, deputy directors, and educational support personnel under management authority affected by the arrangement of educational institutions.
Commune-level People's Committees shall implement regulations on structure, quantity and a number of policies for principals, vice principals, and educational support personnel when implementing the arrangement of public preschool and general education institutions at commune level in accordance with the provisions of this Resolution and the guidance of the Provincial-level People's Committee; resolve regimes and policies for principals, vice principals, and educational support personnel under their management authority subject to the arrangement of educational institutions.
This Resolution takes effect from August 5, 2026 to the end of June 30, 2028.
