The Government has just issued Resolution 37/2026/NQ-CP on the structure, quantity and some policies for principals, directors, vice principals, deputy directors, and educational support personnel when implementing the arrangement of public preschool, general, continuing education, and vocational education institutions at the provincial and commune levels.
This Resolution takes effect from August 5, 2026 to the end of June 30, 2028.
This Resolution applies to:
Preschool education institutions, general education institutions, continuing education institutions and public vocational education institutions implement arrangements.
Principals, directors, vice-principals, deputy directors, and educational support personnel in the above-mentioned educational institutions.
People's Committees at all levels, Departments of Education and Training and agencies and units related to the organization and implementation of public educational institution arrangement.
Other agencies, organizations, and individuals involved in the implementation of this Resolution.
Regarding the structure, quantity, and regime of preservation of position allowances for principals, directors, vice-principals, and deputy directors, the Resolution stipulates:
(1) Principal or director: Each educational institution has 1 principal or 1 director.
(2) Vice Principal or Deputy Director:
- For preschool education institutions, general education institutions, continuing education centers: The main school is arranged with 1 vice principal or 1 deputy director; each branch is arranged with 1 vice principal or 1 deputy director;
- For intermediate schools, vocational secondary schools: The number of vice principals is implemented according to the provisions of law on the number of deputy heads;
- For vocational education - continuing education centers: The headquarters is arranged with 1 deputy director, each branch is arranged with 1 deputy director.
After arrangement according to the provisions in (1) and (2), the remaining principals, directors, vice principals, and deputy directors of educational institutions before arrangement are arranged as follows:
- Arrange for the position of teacher or other job positions suitable to the professional capacity, nghiệp vụ, and training major of the principal, director, vice principal, and deputy director after arrangement;
- The remaining number of principals, directors, vice-principals, and deputy directors after being fully arranged according to the above regulations, if they wish to resign, shall implement the settlement of staff streamlining policies according to the provisions of Decree No. 154/2025/ND-CP dated June 15, 2025 of the Government regulating staff streamlining.
In case principals, directors, vice-principals, and deputy directors resign from their positions or are appointed to new positions with lower position allowances due to the arrangement of educational institutions, the leadership position allowance is preserved according to the provisions of Article 11 of Decree No. 178/2024/ND-CP dated December 31, 2024 of the Government on policies and regimes for cadres, civil servants, public employees, laborers and armed forces in implementing the arrangement of the organizational structure of the political system (amended and supplemented in Decree No. 67/2025/ND-CP dated March 15, 2025).
