The Ministry of National Defense has just issued the Consolidated Document No. 23/VBHN-BQP Decree regulating border posts in remote and isolated areas.
This Decree stipulates the principles and criteria for determining border posts belonging to remote and isolated areas.
The subjects of application include Border Guards at all levels; Agencies, organizations, and individuals related to the investigation of criminal cases under the authority of the Border Guard Station Commander in remote and isolated areas.
According to the wording explanation in Article 3 of this Decree, "deep and remote areas" are sparsely populated areas, located deep in mountains or flooded areas, far from economic, cultural, and transportation centers that are inconvenient, difficult to travel, and often economically backward and underdeveloped.
The Border Guard Station is a grassroots unit of the Border Guard Command directly under the Border Guard Command with the task of managing and protecting national territorial sovereignty and borders, maintaining security, order, and social safety in border areas, sea and island areas according to the provisions of law.
This clause is amended and supplemented according to the provisions of Clause 1, Article 5 of Decree No. 299/2025/ND-CP amending and supplementing a number of articles of the Government's Decrees on border guards and national borders, effective from November 17, 2025.
The principle of determining border posts belonging to remote and isolated areas must be consistent with the requirements of the judicial reform program and meet the criteria for determining border posts belonging to remote and isolated areas specified in this Decree.
Criteria for determining border posts belonging to remote and isolated areas are stated in Article 5 of the Decree.
In which, border posts in remote and isolated areas are border posts that meet one of the following criteria:
- Stationed and managed mountainous communes and special zones with complex, dangerous, and fragmented natural terrain, and difficult traffic.
This clause is amended and supplemented according to the provisions of Clause 2, Article 5 of Decree No. 299/2025/ND-CP amending and supplementing a number of articles of the Government's Decrees on border guards and national borders, effective from November 17, 2025.
- Stationed and managed mountainous and island communes with regional allowances from 0.2 or more and special allowances from 30% or more according to the regulations of competent state agencies.
- Stationed and managed communes and wards in key areas of political security, order, and social safety.
