The Ministry of Public Security issued Guidance No. 01/HD-BCA-V05 stipulating criteria for evaluating the results of operations of forces participating in protecting security and order at the grassroots level.
Accordingly, the Security and Order Protection Team is assessed as excellently completing its tasks when meeting the prescribed criteria:
Seriously and fully implement the tasks assigned by the commune-level police; based on the program and plan of the commune-level police, assign specific tasks to each team member and monitor, inspect, and evaluate the results of implementation.
Organize periodic meetings according to regulations; fully participate in meetings and briefings organized by commune-level police; report on the situation and operating results fully and on time.
No Team members: violating prohibited acts specified in Clauses 1, 2, 5, Article 6 of the Law on Forces participating in protecting security and order at the grassroots level 2023, being disqualified from participating in the force participating in protecting security and order at the grassroots level according to the provisions of Points c, d, Clause 3, Article 17 of the Law on Forces participating in protecting security and order at the grassroots level 2023; being classified as "Not completing tasks".
Maintain internal discipline and solidarity; strictly implement legal regulations and operating guidelines for forces participating in protecting security and order at the grassroots level guided by competent authorities. Team members fully and actively participate in training classes on politics, law, professional skills, and situation handling skills when summoned by superiors to perform assigned tasks safely and effectively.
Completing over 95% of assigned tasks according to 06 groups of tasks supporting commune-level police specified in Chapter II of the Law on Forces participating in protecting security and order at the grassroots level in 2023, many contents achieved high efficiency, with good and creative ways of doing things, and were recognized by commune-level police and local authorities.
Proactively and regularly closely coordinate with Village Heads, Neighborhood Group Leaders, Fatherland Front Working Committees and socio-political organizations in villages and residential groups in performing the task of protecting security and order and building a movement for the whole people to protect national security.
Proactively and actively support the effectiveness of commune-level police in implementing the criteria for the standard "Safety of security and order" in the area under their responsibility according to the provisions of Clause 4, Article 4 of Circular 124/2021/TT-BCA stipulating residential areas, communes, wards, towns, agencies, businesses, and educational institutions that meet the standard "Safety of security and order" (amended and supplemented by Circular 48/2025/TT-BCA).
Actively supporting the construction of the all-people movement to protect national security, contributing to building areas in charge of classifying movements that achieve "Scent" according to Articles 5 and 6 of the "Regulation on criteria for evaluating and classifying the all-people movement to protect national security" issued together with Decision 510/QD-BCA-V05 in 2022 of the Minister of Public Security; there are advanced examples that are commended and rewarded.
