Regulation No. 365-QD/TW has set out title standards for cadres under the management of the Central Government, including title standards for Head of the Central Party Committee, Chairman of the Central Inspection Committee, Chief of the Central Party Office.
Accordingly, cadres holding these positions need to fully meet the general standards of Politburo members and Secretariat members, and at the same time need to meet the following standards:
Having a sharp political theory mindset, in-depth understanding and rich experience in Party building and the political system, and assigned areas. Have comprehensive knowledge in the fields of politics, economics, culture, society, national defense, security, foreign affairs, etc.
Have the capacity to participate in planning the country's development strategy; specify and direct the effective implementation of the Party's guidelines and policies in the assigned areas; harmoniously and effectively coordinate the working relationship between Party committees, state agencies, the Fatherland Front and socio-political organizations; between the Central and local governments.
Having been an official member of the Party Central Committee for a full term, and having held and completed well the duties of provincial and municipal Party secretary or head of central ministries, branches, and organizations or deputy head of the central party committee or deputy minister and equivalent.
Special cases are decided by the Party Central Committee.

Accordingly, cadres holding this position must fully meet the general standards of Politburo members and Secretariat members, and must meet the following standards:
Have comprehensive knowledge of front work, mass organizations and associations; represent and protect the legitimate and legal rights and interests of the People.
Have the ability to concretize the Party's guidelines and policies and the State's laws to lead and direct the development of resolutions, programs, action plans and effectively organize implementation. Having the ability to propagate, mobilize, persuade, gather the masses, build political alliances, build great national unity, create social consensus and organize social supervision and criticism. With enthusiasm and being the center of the great national unity bloc.
Having experience and high prestige in organizing the front and mass organizations; having prestige and influence among intellectuals, religious dignitaries and ethnic minorities.
Having participated in the Party Central Committee for a full term. Having experienced and completed well the duties of the position of Secretary of the Provincial Party Committee, City Party Committee or leaders of central departments, ministries, branches and organizations.
Special cases are decided by the Party Central Committee.
