The Politburo has just issued Regulation No. 365-QD/TW regulating the standards for the title of cadres under the management of the Party Central Committee, the Politburo, the Secretariat and the framework for the title of cadres in leadership and management at all levels.
Regulation No. 365-QD/TW has set out title standards for cadres under the management of the Central Government, including the title standards for Politburo members and Secretariat members.
Accordingly, Politburo members and Secretariat members must fully meet the standards of Central Party Committee members, and at the same time, additional standards are needed:
It is truly exemplary and exemplary of the Party Central Committee in terms of political mettle, moral qualities, intelligence, fighting will, leadership, management, and governance capacity, and sense of organization and discipline; not influenced by external intervention, pressure, and group interests.
Be decisive, resolute, and effective in performing assigned duties and tasks. Understand the situation of the country, the region and the world; be political sensitive, be economic sensitive, and have a deep understanding of society, national defense, security and foreign affairs. Have a high sense of responsibility, be able to build a long-term development strategy for the country, contribute opinions in planning guidelines and policies and discover and propose practical issues for the Party Central Committee, Politburo, and Secretariat to discuss and decide. Having heart, vision and responsibility in building a team of cadres, ensuring stable inheritance, development and transition among generations of cadres.
Be an official member of the Party Central Committee for one term or more; have held and completed tasks in key leadership positions at the provincial level (secretary; chairman of the People's Council, chairman of the People's Committee) or heads of departments, ministries, branches, the Fatherland Front, socio-political organizations at the central level and equivalent. In case Politburo members and Secretariat members work in the army, they must have held the position of military region president.
Special cases are decided by the Party Central Committee.
