The Government has just issued Resolution 01/NQ-CP on key tasks and solutions to implement the Socio-Economic Development Plan and State Budget Estimates for 2025.
In the Resolution, the Government requested to effectively implement Conclusion No. 83-KL/TW dated June 21, 2024 of the Politburo on reforming salary policy; promptly urge and guide the removal of difficulties and obstacles, especially new contents related to bonuses of cadres, civil servants, public employees and armed forces.
Research and propose solutions to unreasonable issues arising in the regime for certain subjects and professions (civil servants in education, health, etc.).
Propose to continue adjusting and increasing public sector salaries, pensions, social insurance benefits, monthly allowances, and preferential allowances for meritorious people in case the socio-economic situation in 2025 is more favorable and resources are balanced, and report to competent authorities for consideration and decision.
Fully, promptly, effectively implement, ensure publicity and transparency of preferential policies for people with revolutionary contributions.
Innovate and improve the quality of social policies in a comprehensive, modern, inclusive and sustainable manner in the spirit of taking people as the center and subject. Apply social security codes to people.
The Government also requires implementing the goal of multidimensional, inclusive, sustainable poverty reduction, limiting poverty relapse and poverty generation.
Review, revise and supplement poverty reduction policies to avoid overlaps and duplications, and to align with sustainable development goals, ensuring a gradual increase in minimum living standards and access to basic social services for people, especially in ethnic minority and mountainous areas.
Issue conditional support policies, increase social policy credit for the poor, gradually eliminate "free" policies, and promote the internal strength of people and communities to escape poverty.
Continue to implement solutions to expand coverage and develop social insurance and unemployment insurance participants. Timely implement unemployment insurance policies to support unemployed workers to stabilize their lives; support counseling, vocational skills training, and introduce workers to find new jobs.
Strengthen the connection between supply and demand, strongly develop the labor market; do a good job of occupational safety and hygiene and strengthen the management of foreign workers in Vietnam. Continue to promote the work of sending Vietnamese workers to work abroad according to Directive No. 20-CT/TW of the Secretariat.
Stabilize and maintain traditional markets, expand high-income markets, suitable for workers' qualifications and skills. By 2025, send about 130,000 workers to work abroad under contracts.
The Resolution also requires focusing on effectively implementing the National Housing Development Strategy to 2030, with a vision to 2045; the Project "Investing in the construction of at least 1 million social housing apartments for low-income earners and industrial park workers in the 2021-2030 period" and local housing development programs and plans.
Accordingly, strive to complete over 100,000 social housing units by the end of 2025.
