On March 11, the Ministry of Agriculture and Environment held a meeting for the February meeting. Minister Do Duc Duy attended and chaired the meeting.
According to the Ministry of Agriculture and Environment, implementing Decision No. 1508/QD-TTg dated December 4, 2024 of the Prime Minister on the assignment of the state budget investment plan for 2025, assigning the estimate and public investment plan to increase central budget revenue, extending the implementation period and disbursement of the central budget capital plan, the implementation results up to February 28, 2025 are as follows:
The Ministry has allocated VND 20,786 billion, of which domestic capital is VND 20,367.2 billion, foreign capital is VND 418.8 billion; has disbursed VND 977.9 billion, reaching 4.7% of the plan (lower than the national average of 6.9%).
Stabilizing the organization of the new apparatus
At the Conference, Minister Do Duc Duy requested that units under the Ministry urgently stabilize the organization of the apparatus and operate according to the new organizational model; review, integrate, develop and supplement the 2025 work program and plan of the Ministry of Agriculture and Environment.
The Minister suggested that units advise to organize the development of a detailed growth scenario for the Agriculture and Environment Sector in 2025: Ensuring growth of 4.0% or more; agricultural, forestry and fishery exports reaching 65 billion USD, striving to reach 70 billion USD. At the same time, research, develop and propose the Industry's Growth Scenario for the period 2026 - 2030 as a basis for developing documents for the first Party Congress of the Ministry of Agriculture and Environment, towards the 14th National Party Congress.
Regarding the groups of tasks assigned to units and organizations, Minister Do Duc Duy said that the first and important goal in 2025 of the Ministry of Agriculture and Environment is to stabilize the organizational apparatus and perfect regulations and rules on personnel work. The Ministry will continue to carry out the work of arranging the organization and apparatus in a more streamlined and efficient manner. After completing the merger and consolidation of units, stabilizing the organizational apparatus and assigning specific tasks to the leaders and staff of agencies and units under the Ministry is a prerequisite for implementing professional tasks.
In particular, the Ministry will focus on political and ideological work for cadres, civil servants and public employees in the process of restructuring the apparatus, with special attention paid to ensuring policies and regimes for cadres who voluntarily apply for early retirement or leave work. In addition, the Ministry of Agriculture and Environment will continue to rearrange public service units and the apparatus of agencies under the Ministry to suit the new organizational model.

Amending and supplementing regulations related to land
One of the important tasks is to develop and complete legal documents, in order to create a solid legal corridor for the development of the agricultural and environmental sectors. The Ministry of Agriculture and Environment will develop, amend and submit legal documents in 2025. In particular, the Ministry will focus on amending and supplementing regulations related to land, as well as specialized laws related to veterinary medicine, plant protection and other fields.
The Ministry will also promote the completion of national technical regulations and industry standards, especially in the field of agricultural and aquatic products, to meet the requirements of development and international integration.
The Ministry will complete the Agricultural Product Traceability Portal system, aiming to apply it nationwide, contributing to improving transparency in the agricultural product industry, creating trust for domestic and foreign consumers.
In international cooperation, Minister Do Duc Duy suggested that the Department of International Cooperation advise that in 2025, the Ministry of Agriculture and Environment will continue to promote international cooperation in the fields of agriculture and environmental protection. One of the important goals is to increase the export of Vietnamese agricultural products to potential markets such as the United States, the EU, ASEAN, Northeast Asia, and countries in Africa.
The Ministry will also promote the implementation of projects to support agricultural production in neighboring countries, such as projects to support Cuba in rice production. Along with that, the Ministry will complete and implement the Agricultural Examination Project in key markets, with the goal of achieving at least one agricultural examination in each important market", said Minister Do Duc Duy.
