The Government has just issued Decree No. 35/2025/ND-CP stipulating the functions, tasks, powers and organizational structure of the Ministry of Agriculture and Environment.
The Ministry of Agriculture and Environment has 30 units including:
1. Department of International Cooperation;
2. Department of Planning - Finance;
3. Department of Science and Technology;
4. Department of Legal Affairs;
5. Department of Organization and Personnel;
6. Ministry Office;
7. Ministry Inspectorate;
8. Department of Digital Transformation;
9. Department of Crop Production and Plant Protection;
10. Department of Animal Husbandry and Veterinary Medicine;
11. Department of Fisheries and Fisheries Control;
12. Department of Forestry and Forestry;
13. Department of Irrigation Construction and Management;
14. Department of Dyke Management and Natural Disaster Prevention and Control;
15. Department of Economic Cooperation and Rural Development;
16. Department of Quality, Processing and Market Development;
17. Department of Land Management; 18- Department of Water Resources Management;
19. Vietnam Geological and Mineral Services Administration;
20. Department of Environment;
21. Department of Climate Change;
22. Department of Nature Conservation and Biodiversity;
23. Department of Hydrometeorology;
24. Vietnam Department of Fisheries and Islands;
25. Vietnam Department of Measurement, Mapping and Geographical Information;
26. National Telecommunications Administration;
27. Institute of Strategy and Policy on Agriculture and Environment;
28. Agriculture and Environment Newspaper;

30. National Agricultural Extension Center.
Units 1 to 26 are administrative units that assist the Minister in performing state management functions; Units 27 to 30 are public service units serving the state management function of the ministry.
The Minister of Agriculture and Environment shall prescribe the functions, tasks, powers and organizational structure of units under the ministry; submit to the Prime Minister for promulgation a decision on the list of other public service units under the ministry according to regulations.
The Department of Planning and Finance has 3 departments; the Department of Organization and Personnel has 3 departments.
The Ministry of Agriculture and Environment performs the function of state management of the fields: agriculture; forestry; forestry; fishery; aquaculture; irrigation; natural disaster prevention; rural development; land; water resources; mineral and geological resources; environment; hydrometeorology; climate change; measurement and mapping; comprehensive management of resources and protection of marine and island environment; remote sensing; state management of public services in areas under the management of the Ministry.
Decree 35/2025/ND-CP takes effect from March 1, 2025.
Previously, Prime Minister Pham Minh Chinh signed decisions on the transfer and appointment of 10 Deputy Ministers of Agriculture and Environment, the decisions taking effect from March 1, 2025.
Mr. Do Duc Duy was approved by the National Assembly to be appointed as Minister of Agriculture and Environment.
