On February 13, the National Assembly discussed in groups two drafts of the Law on Government Organization (amended) and the Law on Organization of Local Government (amended), and a draft Resolution of the National Assembly regulating the handling of a number of issues related to the reorganization of the state apparatus.
Presenting his opinion in the discussion group, Politburo member, Party Central Committee Secretary, Head of the Central Organization Committee Le Minh Hung said that the Central Committee has not only approved the new organizational structure but also set out very high requirements and tasks.
According to the Head of the Central Organizing Committee, this does not mean that we have completed the implementation of Resolution 18, but this is only the first step, there are many more tasks that we must implement in 2025 and in the next term.
After the new apparatus comes into operation, Mr. Le Minh Hung stated that functional agencies such as the Central Organizing Committee, the Ministry of Home Affairs, the Government Party Committee, and the National Assembly Party Committee must conduct a comprehensive review and evaluate whether the new apparatus is operating smoothly and effectively.

The Head of the Central Organizing Committee also mentioned the issue of a general review of the payroll from the central to local levels in conjunction with the new functions and tasks of agencies and organizations.
Party committees and heads of units need to evaluate the capacity and qualifications of staff in relation to job positions, as a basis for reviewing the payroll to make new decisions on payroll.
Mr. Le Minh Hung cited an example: the Party Committee of the Vietnam Fatherland Front must lead and direct the continued study of the internal apparatus of mass organizations and central and local press agencies.
According to him, recently, the assessment of localities has been very good in merging press agencies with television stations. We must continue to do things like this, it is not enough to stop here, there are many tasks to do.
"When the police force stops operating at the district level, what will happen to the activities of the Procuracy and the Court? We must also study and report to the competent authorities to reorganize these agencies. We must implement this this year," said Mr. Le Minh Hung.
A series of requirements to review, complete, amend and supplement regulations on recruitment, use, evaluation and treatment of cadres to suit the requirements of tasks in the new situation also need to be implemented in 2025.
Another task mentioned by the Head of the Central Organizing Committee is to continue reviewing and rearranging administrative units, continuing to merge communes, etc., and studying to improve the effectiveness of socio-political organizations and mass associations assigned by the Party and State.
The Head of the Central Organizing Committee emphasized that this was only the first step, there are still many tasks this year and after the Party Congress.
There are tasks that require amending Party regulations and State laws. These must be carefully studied and evaluated, on that basis creating consensus for further implementation, in the fastest time to complete the overall model of the political system operating effectively, efficiently and effectively to serve the country's development in the new situation.
All the issues raised by the National Assembly delegates are also issues that the Central Government has directed and the relevant agencies will have to continue to coordinate to implement more strongly in the coming time.
