Continuing the program of the 9th Extraordinary Session, on February 12, the National Assembly discussed in groups the draft Law on amending and supplementing a number of articles of the Law on Organization of the National Assembly and the draft Law on Promulgation of Legal Documents (amended).
According to the National Assembly Office, speaking at the discussion session of Group 2 (Ho Chi Minh City Delegation), Politburo member and President Luong Cuong emphasized that the implementation of Resolution No. 18-NQ/TW on streamlining the organizational apparatus has been issued for 8 years, and has been summarized, but the implementation results have not been as expected.
Recently, the Politburo and the Secretariat met and agreed that our goal is to have a streamlined apparatus but also to operate effectively and efficiently.
Thus, after the reorganization, the new apparatus must operate better and more effectively. After reviewing, we found that there were more than 5,000 legal and sub-legal documents that were stuck. Of these, more than 200 laws needed to be amended and supplemented.
At the 9th extraordinary session, the National Assembly focused on amending and supplementing 4 laws and 5 resolutions to remove institutional bottlenecks, creating a premise for implementing innovation and restructuring the apparatus.
Emphasizing the amendment of laws to create a legal framework for implementing the policy of streamlining the apparatus, the President said that in order to achieve the set goals, all levels, all sectors, and all people in the entire Party and political system must strive and make more efforts.
The President suggested that with their rich practical work experience, delegates contribute many ideas to remove institutional bottlenecks, ensuring that the arrangement and streamlining of the apparatus takes place smoothly and smoothly.
President Luong Cuong added that in 2025, the Government proposed adjusting economic growth to at least 8% or more and to achieve continuous double-digit growth in 2026. To do this, institutional issues must be resolved.
The President also expects that Ho Chi Minh City's growth of about 1% will be equal to other localities growing by tens of%. Because this is one of the major economic centers of the country, with important development momentum and a very large economic scale.
The President raised the issue of needing to clarify what problems and difficulties there are in practice so that the city can continue to "accelerate, break through, take off", truly become an economic locomotive, and develop dynamically.
President Luong Cuong also said that the country's goals for the 2030-2045 period, in addition to economic growth, include many other issues. Therefore, it is necessary to find ways to stabilize and improve people's lives. Because according to the President, in the past, people ate well and wore warm clothes, but now they have to eat well and dress well.
Regarding this issue, Chairman of the Ho Chi Minh City People's Committee Phan Van Mai emphasized that the draft Law on Promulgation of Legal Documents (amended) needs to institutionalize the General Secretary's guiding viewpoint on "locality decides, locality acts, locality takes responsibility", and needs to boldly delegate more power to localities in issuing specific measures to solve the city's people's problems.
The Chairman of the Ho Chi Minh City People's Committee also said that along with giving more power to localities in issuing legal documents, it is necessary to expand the policy-making capacity of local authorities in certain areas.
