Dear comrades leaders, former leaders of the Party, State, Vietnam Fatherland Front; leaders of Party committees at all levels, leaders of central and local departments and agencies,
Dear comrades, cadres, party members, and compatriots nationwide attending the Conference at bridge points and through television and radio systems nationwide.
Today, the Politburo and the Secretariat organized a National Conference to thoroughly grasp and implement two Resolutions of particularly important significance: Resolution No. 79 on state economic development and Resolution No. 80 on Vietnamese cultural development.
In addition to the previously issued Resolutions, the two new Resolutions are a supplement to major policies of the Party, formed on the basis of deeply summarizing practice and developing theoretical thinking in the context of the country entering a new stage of development, in order to simultaneously solve two fundamental requirements: strengthening "material internal strength" and consolidating "spiritual internal strength". Affirming the determination to build an independent, self-reliant, dynamic, and efficient economy associated with deep international integration and building an advanced Vietnamese culture imbued with national identity.
With that meaning, I propose that all comrades focus on carefully studying the contents of the Resolutions, the directions of the Politburo comrades speaking at the Conference, deepening the core issues, new points, and requirements set out in the organization of implementation, thereby achieving high consensus on awareness and action.
Only when the entire Party, people, and army fully realize and are determined to implement, will the Resolutions truly go into life, creating clear changes, contributing to realizing the goal of rapid and sustainable development of the country in the new period.
Based on the requirements for tasks and solutions set out in the two Resolutions, I would like to emphasize some more contents as follows:
I. The state economy must truly dominate the "strategic command peak points" of the economy, play a leading role, and become a "national fulcrum" in the new era.
In recent years, the state economy along with the private economy have formed two important pillars of a socialist-oriented market economy. The private economic sector is increasingly developing dynamically, making great contributions to growth, and many private enterprises have gradually participated more deeply in the regional and global value chains. In parallel, the state economy plays a leading role, ensuring major balances, stability, macroeconomic regulation and performing medium and long-term strategic tasks directly related to energy security, financial security, monetary security, telecommunications security, essential infrastructure and key sectors of the economy. In other words, the state economy must occupy the "commanding strategic peak points" of the economy.
However, to truly dominate the "strategic peak points" of the economy, the state economic sector must be strongly restructured, focusing on key industries and sectors, key areas, with high strategic and spillover effects. The leading role must be demonstrated by leadership capacity, efficiency, and substantive contribution to macroeconomic stability, economic security, and medium and long-term development.
In which fields the State needs to hold to ensure sovereignty and stability, it must hold firmly, make them sophisticated and strong. In which fields the State should only play a leading role, creating a foundation and opening the way, it must design mechanisms for the private sector to participate, compete and develop together. In which fields the State does not need to do or does not effectively, it must resolutely rearrange them according to market principles, transparency, combating "group interests", combating "backyards", combating "manipulation", combating "policy profiteering".
The state economy must make breakthrough contributions to national autonomy capacity, ensuring stability and timely intervention when systemic risks arise. Therefore, in the new period, the state economy must be truly concretized into the following 05 major "backing points":
the fulcrum for security and economic sovereignty. The state economy must hold and master the national "bloodlines" and "backbones" from energy, strategic infrastructure, finance-credit, key logistics, data and essential digital platforms,... Holding is not for monopoly, but to ensure sovereignty, avoid dependence, be proactive in the face of fluctuations and protect national interests in all situations, and have a spillover effect on the entire economy.
the support for regulation, stability and resilience. Especially, in a period of many intertwined shocks such as supply chain breakdowns, interest rate-exchange fluctuations, trade wars, natural disasters-epidemies, the state economy must play a role in maintaining the stability of essential markets, ensuring the supply of essential public services, maintaining foundation investment and contingency capacity to respond promptly to systemic risks.
a stepping stone for the private sector. A strong state economy is not to overwhelm, but to become a "base", "pave the way" and "support" for private enterprises to participate more deeply in the value chain and develop supporting industries, increasing the localization rate, thereby forming industry clusters with "leaders" capable of regional and global competition. If the state economy plays a good leading role, the private sector will have a stepping stone to grow sustainably and the overall strength of the economy will increase significantly.
the fulcrum for leading innovation and core technology. If the state economy is only strong in capital and assets but weak in technology, management and human resources, it cannot maintain a leading role in the new era. Today's leading role is not only measured by scale, but must be measured by the ability to master technology, standardize according to international standards, operate data as a strategic resource, ensure network security and modern risk management.
the fulcrum for governance standards and public service integrity in the economy. State-owned enterprises must be places of discipline, transparency, and the highest accountability. State-owned enterprises must be places of national governance standards, creating a team of management officials with competitive capacity and service spirit. It is impossible to allow the situation of "group interests", "backyards", term investment, prolonged losses but unclear responsibility to exist.
The above five "backing points" must be transformed into specific action programs, with goals, measures, deadlines, inspection mechanisms and clear sanctions. Otherwise, the leading role of the state economy will only stop at slogans, while the country will pay the price by wasting resources, by reducing competitiveness and by eroding social trust.
II. "Culture must guide the nation" is a culture towards people, is the spiritual foundation, internal strength, crystallizing Vietnamese intelligence and is the driving force leading the development of the nation, independence, self-reliance, and self-strengthening.
In the history of the nation, Vietnam's strength is not only created by resources or scale, but first of all by bravery, spirit, will and value systems forged over thousands of years of building and defending the country.
During his lifetime, President Ho Chi Minh once said "Culture must guide the nation". That teaching to this day further shows that Culture not only accompanies development, but Culture must stand in the "leading position", as the foundation for shaping human quality and national quality. If economy determines the ability to go fast, then "culture determines the ability to go far". If economy creates material wealth, then culture creates bravery, discipline, belief and spiritual strength for the country to overcome challenges and rise up.
The biggest challenge for today's culture is not only the lack of resources, but also the risk of eroding the value system, deviating from behavioral standards, pragmatism, verbal violence, fake news, false information and the attack of toxic elements in cyberspace. If we do not promptly revitalize culture, we may grow rapidly in the short term but will lack long-term support. People may get rich but become poor in terms of standards, self-esteem, civic responsibility and aspiration to contribute.
In that spirit, I propose to focus on synchronously implementing the following 05 key tasks:
First of all, it is necessary to build and spread the national value system, cultural value system and standards of Vietnamese people in the new era. A country that wants to go far must have a "compass" of values. That value must crystallize tradition and modern aspirations, strong enough to lead social behavior, clear enough to distinguish right from wrong; good from bad; truth from false and lasting enough to fight against deviations, hybridization and manipulation in the digital environment. In which, it is necessary to emphasize core qualities: patriotism, fine customs and traditions, discipline, integrity, responsibility, compassion, creativity, and aspiration to rise up. More importantly, the value system cannot only be "written in text", but must be concretized into an educational program, into a public service standard, into a criterion for evaluating community civilization and into a measure of development quality.
Second, it is necessary to consider building a healthy cultural environment as a fundamental task. The cultural environment must truly be a synthesis of standards of behavior, attitudes of respecting the law, respecting the truth, respecting human dignity, respecting labor and dedication. Especially in the digital age, the cultural environment expands to cyberspace, where information spreads quickly, emotions are easily incited and toxic can be "poisoned", creating ambiguity in awareness if there is a lack of resistance. Therefore, it is necessary to improve "social immunity" to fake news, bad and toxic information and build a civilized debate culture, a responsible behavior culture. Resolutely eliminate verbal violence, insulting dignity, spreading hatred, division and depravity.
Third, focus on education and human development, considering this as the axis of cultural revitalization. Schools must not only teach literacy, but also teach how to be human, teach civic responsibility, teach discipline and life skills. Family is not only a place to nurture material things, but also a place to form personality, discipline and self-esteem. Community must not only create a living space, but must create an environment that honors good things, encourages labor, encourages learning and encourages contributions. Cultural revitalization must begin with the most close things: respecting the law, respecting others, honesty, kindness, responsibility and spirit of community service, "being for everyone". Everyone must be responsible to society.
Fourth, develop the cultural industry so that culture is both a spiritual foundation, an economic resource, and a soft power of the nation. A strong culture is not only measured by the depth of tradition, but also by the creative capacity and the capacity to produce high-quality cultural products with spreading power and a market. It is necessary to promote cultural industries to develop in a modern and professional direction, promote the application of science and technology, and digital transformation to create momentum for cultural development. At the same time, protect copyright, build an innovative ecosystem, and attract high-quality human resources. Doing so, culture will not only "preserve its identity", but also "create new values", making practical contributions to growth and national image.
Fifth, build culture in the political system and consider this the root of social trust. Culture in the Party, in the public authority apparatus must be a model culture, matching words with deeds, respecting honor, respecting discipline and wholeheartedly serving the people. Each cadre and party member must be a nucleus spreading integrity culture, standards in behavior, seriousness in performing tasks, not avoiding, not pushing, not being indifferent. It is impossible to build social culture while the civil service culture is still formalistic, bureaucratic, and irresponsible. It is even more impossible to talk about social discipline when enforcement discipline in some places is still loose and formalistic. People's trust is first of all created from service attitude, from action discipline and from the example of the contingent of cadres.
Therefore, I propose that each Party committee and Party organization must clearly identify their cultural reality to focus on solving it. Avoid doing it widely, avoid formality, avoid "doing it for show, doing it thoroughly". In particular, setting an example must be considered the most persuasive leadership method in building culture. Set an example is not about saying it well, but about doing it right. Set an example is not about general mobilization, but about self-discipline, organizational discipline, and enforcement discipline. Where cadres are exemplary, there is strong discipline. Where discipline is strong, there is strengthened social trust. At that time, all development tasks have a foundation for breakthrough and rise.
Dear comrades, dear all people!
The two Resolutions being thoroughly grasped today are not only two parallel task groups, but a unified development structure, complementing and supporting each other, in which: Resolution 79 creates material internal strength for the country to maintain stability, master major balances and enhance national autonomy capacity.Resolution 80 creates spiritual internal strength to foster the bravery, discipline, belief and internal strength of the nation.
The most important thing, as I have emphasized, is to organize implementation. Thoroughly grasping the Resolution is to act, action is to create change, change is for people to feel in daily life, in reality. Therefore, I propose that immediately after this Conference, Party committees, Party organizations, ministries, branches, and localities urgently develop action programs, specific implementation plans, clearly assign personal responsibilities, especially the responsibility of heads. Resolutely rectify the situation of avoidance, shirking, and formalism.
I believe that, with high political determination, with the synchronous involvement of the entire political system and the whole society, with the spirit of solidarity, discipline and aspiration to rise up, we will quickly bring the two Resolutions into life, creating clear changes, contributing to building a rapid, sustainable, independent, self-reliant and self-strengthening Vietnam in the new period.
