On November 26, the National Assembly discussed in the hall about the work of preventing and combating crimes and law violations; the work of enforcing judgments; and the work of preventing and combating corruption in 2024.
Delegate Do Ngoc Thinh (Khanh Hoa Delegation) said that the Government's report on crime prevention and control and law violations in 2024 comprehensively outlined the crime and law violations situation in our country and the results of the fight against negative phenomena in 2024.
It can be said that the crime and law violation situation in 2024 will have more complicated developments than in 2023.
In particular, this year's Government report also pointed out the shortcomings in the regulations of the current legal system that have affected the effectiveness of the fight against crime and law violations.
In addition, the report also pointed out that the documents guiding the implementation of the law also have many shortcomings that are not suitable for the practical fight against crimes and violations of the law.
This delegate pointed out the shortcomings in the legal system, the report did not propose specific recommendations on improving the law, including the Penal Code, the Criminal Procedure Code and other laws related to the fight against crime, which need to be amended and supplemented to ensure a consistent legal system in crime prevention and control.
Delegate Do Ngoc Thinh added that one of the current difficulties in the fight against crimes of corruption in positions of power is that there are subjects who have fled abroad after committing crimes. The pursuit of some of these subjects has not been effective due to the fact that there is no mutual legal assistance agreement between our country and some other countries.
“The Government’s report has not yet clearly stated how to sign the Mutual Legal Assistance Agreements. At the same time, the Government has not yet summarized the implementation of the Mutual Legal Assistance Agreements that Vietnam has signed with other countries in order to propose solutions to improve the effectiveness of arresting corrupt individuals hiding abroad,” said the delegate.
Reporting on the opinions raised by delegates, Minister of Public Security Luong Tam Quang said that, as the agency in charge of drafting the Government's report on the above work, the Ministry of Public Security will seriously absorb them and consider them as a basis for continuing to improve and innovate in a more complete and comprehensive manner in the coming time.
Regarding the handling of those currently hiding abroad, Minister Luong Tam Quang said that the police force and law enforcement agencies have also increased international cooperation, signed agreements related to the transfer of sentenced prisoners and extradition of criminals.
“Based on each country, we are also gradually taking steps and have arrested and extradited. There are countries that have never extradited criminals to other countries but have recently cooperated with Vietnam to bring extradited subjects back to their country. In the coming time, in this spirit, we will continue to advise the Government to have intergovernmental agreements so that we can implement them better,” Minister Luong Tam Quang emphasized.
