On the afternoon of May 26, in Hanoi, Inspection and Supervision Delegation No. 10 of the Politburo and Secretariat led by General Secretary and President To Lam chaired the Conference to approve the draft Report on inspection and supervision (phase 2) of the Politburo and Secretariat for the Standing Committee of the Hanoi Party Committee.
Hanoi must take the lead in building a modern urban governance model
At the conference, the working delegation approved the draft report on the results of the second phase of inspection and supervision for the Standing Committee of the Hanoi City Party Committee on: The organization and operation of units, agencies, and localities after the operation of the two-level local government; tasks and solutions to ensure the implementation of the growth targets according to the Resolution of the 14th Party Congress; the leadership, direction, and organization of the implementation of Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science, technology, innovation and national digital transformation and related documents; the implementation of reviewing, evaluating and ranking the quality of Party organizations, party members and collectives, and individual leaders and managers at all levels.
Speaking at the conference, General Secretary and President To Lam affirmed that Hanoi has seriously grasped and proactively implemented, initially achieving many important and quite comprehensive results on inspection and supervision topics. The city has had many innovations in leadership thinking, direction, management and organization of implementation.
The city has led, directed, managed and organized the implementation of many difficult tasks, many new tasks, and even some unprecedented tasks have been resolved methodically and fundamentally associated with specific responsibilities and results. People are very excited and agree to support.
The General Secretary and President pointed out that it is necessary to frankly recognize the current results to be pioneering, creating an initial foundation, not really fundamental, sustainable and even. These inspection and supervision topics this time are all very new, very difficult, unprecedented issues, the requirement for innovation is very large, the deployment pressure is very high and has a profound impact on the entire political system and the development model of the Capital.
The General Secretary and President assessed that, regarding the operation of the two-level local government model, Hanoi has made great efforts and initially achieved quite clear results; at the same time, he requested Hanoi to take the lead in building a modern urban governance model, dataization, digital management, minimizing the "ask-and-give" mechanism, reducing administrative intermediaries, reducing meetings, and formalities; special attention must be paid to building a contingent of grassroots cadres, improving the operational efficiency of commune and ward governments in the Capital. The Standing Committee of the Hanoi City Party Committee directed to urgently overcome the shortcomings and limitations that have been pointed out in the inspection and supervision of the quality of the contingent of grassroots cadres that is not uniform, in some places there is still surplus and local shortage, and the capacity for advising, managing and converting the number of cadres has not met the requirements.
Concretizing the policy of building socialist commune and ward models
The General Secretary and President welcomed Hanoi City's goal of increasing growth by 11% or more, higher than the general goal of the whole country, clearly showing the exemplary leading role of the Capital. But to achieve this goal, it is impossible to continue to develop according to the old model, old inertia.
The General Secretary and President requested that the city urgently concretize and implement Resolution 02 of the Politburo; the Capital Law and the Capital Planning with a 100-year vision. Along with economic development, the city must pay attention to social security, take care of people's health, and in parallel with planning and building large urban areas in the coming time, invest in social housing, rental housing or have housing regimes and policies to serve the majority of people who have needs but limited economic conditions, and no one is left behind.
The city continues to concretize the policy of building a socialist commune and ward model with specific criteria and standards, ensuring it is truly a "model" for urban infrastructure, social governance, people's lives, a place worth living and wanting to come to for all Vietnamese people, thereby replicating the model in localities that meet the conditions and criteria.
The General Secretary and President requested the Standing Committee of the Hanoi City Party Committee: Urgently review all conclusions and recommendations of the Inspection Delegation, develop specific and clear remedial plans, clear tasks, clear people, clear progress, clear responsibilities; continue to thoroughly grasp specialized topics throughout the city's political system, avoiding the situation where the city level is very aware but downwards the deployment is still formalistic and mechanical; urgently summarize the practical operation of the 2-level local government model and arrange villages and residential groups according to the direction of the Central Government, ensuring quality and progress according to regulations; continue to strongly innovate internal inspection and supervision work in the direction of accompanying, early warning, removing difficulties, and not allowing inspection to become a obstacle to innovation and development.
