Creating a synchronous legal basis for the operation of the new government model
On the afternoon of May 26, in Hanoi, General Secretary and President To Lam - Head of Inspection and Supervision Delegation No. 10 of the Politburo chaired the Conference to approve the draft Report on the results of the second phase of inspection of the National Assembly Party Committee Standing Committee.

Speaking at the conference, General Secretary and President To Lam pointed out that the National Assembly Party Committee has clearly shown its core political leadership role in legislative work, supervision and decision-making on important issues of the country.
They have proactively and drastically coordinated closely with the Government Party Committee and relevant agencies to deploy a very large volume of work, many difficult tasks, unprecedented, but requiring very urgent and urgent progress.
The General Secretary and President acknowledged that the National Assembly Party Committee has led and directed very drastically the work of perfecting institutions, creating a synchronous legal basis for the operation of the new government model.
The National Assembly has passed a Resolution amending and supplementing a number of articles of the 2013 Constitution; has amended and supplemented a series of important laws related to the organization of the State apparatus.
The spirit of decentralization, delegation of power, and demarcation of authority has been strongly implemented according to the motto "locality decides, locality does, locality takes responsibility" which has been clearly and consistently shown in the Laws and Resolutions of the National Assembly issued recently.
However, it is necessary to continue to review and improve institutions to ensure synchronization and long-term effectiveness, overcoming the situation that some regulations are still situation-handling.
At the same time, closely monitor the practical operation at the grassroots level, especially at the commune level after arrangement, to promptly remove difficulties in staffing, personnel capacity, working conditions and related issues.
The National Assembly Party Committee has also proactively and urgently led the completion of many mechanisms and policies to serve the transformation of the growth model and the development of the digital economy and green economy.
We cannot let the situation of evaluating officials very well but work is stagnant.
The General Secretary and President also requested the National Assembly to continue to review and remove major bottlenecks in institutions, and accelerate the progress of amending laws related to investment, land, finance, science and technology, data, and digital transformation.
At the same time, it also strengthens the supervision of the organization of implementation of policies after being issued that truly go into life, are truly valuable, and truly create motivation for development and investment.
General Secretary and President To Lam emphasized that cadre evaluation must be genuine, substantive, consistent, continuous, multi-dimensional and closely linked to the results of work, specific products, the level of completion of political tasks of agencies and units, and the satisfaction of the people. Especially, cadre evaluation must be linked to cadre arrangement and use.
If you do well, you must be trusted and assigned big tasks; if you do not meet the requirements, you must promptly replace and transfer appropriately. It is impossible to let the situation of evaluating cadres very well but the work is stagnant and low in efficiency, and it is also impossible to let the egalitarian evaluation mechanism reduce the motivation to strive and reduce innovation in cadres" - General Secretary and President To Lam noted.
The General Secretary and President requested the National Assembly Party Committee to focus on leading and directing the effective implementation of the above orientations, and some specific tasks. In which, actively participate in summarizing and evaluating the results of 1 year of implementing local government at 2 levels according to the direction of the Central Government, and promptly propose amendments and supplements to legal documents to be appropriate.
Regarding some recommendations and proposals of the National Assembly Party Committee, the General Secretary and President clearly stated that the inspection and supervision delegation will record all and report to the Politburo, directing relevant agencies to consider, resolve, and remove obstacles.
On behalf of the Standing Committee of the National Assembly Party Committee, Secretary of the Party Committee, National Assembly Chairman Tran Thanh Man fully received the concluding opinions of General Secretary, President To Lam.
At the same time, it affirmed that the Standing Committee of the National Assembly Party Committee will assign the Standing Deputy Secretary of the Party Committee, members of the Standing Committee of the National Assembly Party Committee and directly affiliated Party committees to seriously organize the immediate implementation of the conclusions, and soon overcome the limitations pointed out by the inspection and supervision delegation.
