On May 21, at the Party Central Committee Headquarters, General Secretary and President To Lam - Head of the Central Steering Committee for Science and Technology Development, Innovation and Digital Transformation chaired a working session of the Standing Committee of the Steering Committee to give opinions on the Project "Research, application and development of quantum technology to serve socio-economic development, ensuring national defense and security".
After listening to the report and exchanged and discussed opinions, General Secretary and President To Lam delivered a concluding speech, highly appreciating the agencies for proactively researching and monitoring the new development trends of the world, initially proposing a number of orientations, tasks and important solutions.
However, this is a very new, very difficult, rapidly evolving issue, related to science and technology, national security, strategic industrial digital transformation and the country's long-term competitiveness.
Therefore, it is necessary to continue to research more deeply, systematically, and strategically to build and complete an important project on developing quantum technology in Vietnam in the coming period, serving national development, with the requirement of strategic autonomy.

General Secretary and President emphasized that it is necessary to unify the awareness that quantum technology is a national strategic issue, not just a matter of pure scientific research.
Therefore, it is necessary to put the issue of developing quantum technology in the overall implementation of Resolution 57 of the Politburo and the country's development strategy in the new era, associated with ensuring national security, national data, semiconductor industry, artificial intelligence, space technology... If these goals are separated, quantum is very likely to become an expensive research program but rarely transformed into national strength.
The General Secretary and President clearly stated that there must be correct thinking, going behind but not slow; not being hasty but also not hesitant; it is necessary to try to avoid self-consciousness, avoid movement thinking, chasing after form, spreading investment, setting goals beyond actual capacity.
The General Secretary and President noted that priority must be given to national security and digital sovereignty issues, ensuring early and remote proactiveness, and not being passive or surprised. International cooperation in the field of quantum must be strong, selective and substantive, serving the goal of improving Vietnam's autonomy capacity;
It is necessary to value human resources and the innovation ecosystem; there must be a national program to train quantum technology human resources, with specific mechanisms to attract and value talents; build strong domestic research groups; strengthen international cooperation, attract Vietnamese scientists abroad and international experts to participate in building quantum capacity for Vietnam.
In addition to promoting basic research, it is necessary to promote the formation of a quantum innovation ecosystem with the participation of the State, research institutes, universities, businesses and defense - security units; have mechanisms to encourage businesses to participate in research, application and commercialization of technology. Do not let quantum technology only be in laboratories or on projects or inventions, but must be put into practice and have products.
The General Secretary and President requested the Party Committee of the Vietnam Academy of Science and Technology to continue to study, supplement and complete the Project, ensuring it is truly strategic, scientific and close to reality, and submit it to the Secretariat for consideration and comments to ensure quality and progress according to regulations.
