The Party Central Committee Office has issued Notice No. 64-TB/VPTW Announcing the Conclusion of General Secretary, President To Lam at a working session with a number of agencies on the situation of implementing Directive No. 34-CT/TW of the Secretariat on social housing and housing development orientations in the coming time.
The notice clearly states that on May 19, 2026, General Secretary and President To Lam chaired a working session with the Government Party Committee and a number of agencies on the implementation of Directive No. 34-CT/TW and housing development orientations in the coming time.
After listening to the report of the Government Party Committee and the opinions of the delegates, General Secretary and President To Lam concluded that the development orientation of social housing in particular and housing in general in the coming time should focus on a number of key contents:
First, thoroughly grasp the view that the right to legal residence is a fundamental right of citizens, access to safe housing, suitable for affordability, is a measure of social progress, creating a foundation for stable and sustainable social development, and enhancing people's trust; orienting housing development is an important content in the strategy and planning of urban and rural development, contributing to ensuring social security, urban security, rural security, improving labor productivity and ensuring the healthy development of the real estate market. The State has housing development policies to aim for the goal of everyone having a place to live.
Second, housing development in the coming period according to the market mechanism with the orientation and effective management of the State; The State does not subsidize housing, but also does not completely let the market self-regulate. The State plays a constructive role through building institutions, policies, and planning for the market to develop healthily and transparently, businesses participate in construction and operation with reasonable profits, and people have access to stable, safe housing suitable to their ability to pay.
Third, besides houses for sale, it is necessary to prioritize the development of rental housing, especially the model of apartments for rent in large cities, industrial parks, economic zones, driving zones and important economic corridors. Housing development must be placed in a relationship of perfecting synchronous institutions and policies, being inter-sectoral, inter-level, inter-regional, associated with urban planning, land use planning, industrial park development planning, public transport, labor market and population management.
Review the current housing classification, study the orientation of housing development classification into 4 groups (commercial housing, rental housing, public housing, policy housing) to identify corresponding mechanisms and policies, including state policy supporting prices and providing free housing for certain subjects.

Fourth, request the Government Party Committee to direct:
(i) Research and develop appropriate land and credit policies to quickly develop the rental housing market at reasonable prices, encouraging private sector participation.
(ii) Urgently determine regulations and standards for each housing group according to the new model; simplify housing development procedures according to the one-stop-shop mechanism, one-stop-shop, one standard process. Procedures on investment, planning, land allocation, construction permits, and access to preferential credit must be shortened, ensuring convenience, clear deadlines and personal responsibility.
(iii) Localities review land funds, complete planning; in which, housing planning in all segments must be associated with planning of technical infrastructure, essential social services, cultural institutions, health, education... first of all in urban areas, economic zones, industrial parks, high-tech parks and rapidly urbanized areas; proactively clear ground, prepare clean land funds to develop rental housing.
(iv) Strictly and transparently control cases eligible for preferential housing policies, not allowing policy profiteering to occur; control and prevent housing speculation.
(v) Strengthening the application of digital technology and data in housing development management and real estate business.
Fifth, assign the Government Party Committee to study and develop housing development policies according to new models, in accordance with the Constitution, the Party's guidelines and policies and the needs of the People; summarize the implementation of Directive No. 34-CT/TW, dated May 24, 2024 of the Secretariat on strengthening the Party's leadership over social housing development in the new situation, propose to issue appropriate documents from the Secretariat or the Politburo, as a basis for completing the system of relevant legal documents, including amending and supplementing the Housing Law and the Real Estate Business Law, to submit to the National Assembly for approval in 2026.
