In Decision No. 192-QD/TW, General Secretary and President To Lam was the Head of the Central Steering Committee for Institutional Improvement and Law Enforcement.

The Politburo has just issued Decision No. 192-QD/TW establishing the Central Steering Committee for perfecting institutions and law enforcement.

Decision No. 192-QD/TW clearly states: Consolidate the Central Steering Committee for Institutional and Legal Improvement and the Central Steering Committee for Judicial Reform into the Central Steering Committee for Institutional Improvement and Law Enforcement (Steering Committee).

According to the Decision, General Secretary and President To Lam is the Head of the Steering Committee.

Member of the Politburo, Standing Secretary of the Secretariat Tran Cam Tu is Deputy Head of the Standing Committee of the Steering Committee.

The Deputy Heads of the Steering Committee include Politburo members: Prime Minister Le Minh Hung; National Assembly Chairman Tran Thanh Man.

Member of the Party Central Committee, Minister of Justice Hoang Thanh Tung is the Standing Member of the Steering Committee.

Also according to Decision No. 192-QD/TW, the members of the Steering Committee include members of the Politburo, Secretary of the Party Central Committee: Head of the Central Internal Affairs Commission Le Minh Tri; Head of the Central Organization Commission Nguyen Duy Ngoc; Chairman of the Central Inspection Committee Tran Sy Thanh; Head of the Central Propaganda and Mass Mobilization Commission Trinh Van Quyet; Head of the Central Policy and Strategy Committee Nguyen Thanh Nghi; Chairman of the Central Committee of the Vietnam Fatherland Front Bui Thi Minh Hoai.

The members of the Steering Committee include Politburo members: General Phan Van Giang, Deputy Prime Minister, Minister of National Defense; General Luong Tam Quang, Minister of Public Security; Minister of Foreign Affairs Le Hoai Trung.

Secretary of the Party Central Committee, Chief Justice of the Supreme People's Court Nguyen Van Quang is a member of the Steering Committee.

The Steering Committee has members who are members of the Party Central Committee including: Vice Chairman of the National Assembly Nguyen Khac Dinh; Deputy Prime Minister Le Tien Chau; Chief Procurator of the Supreme People's Procuracy Nguyen Huy Tien; Chief of the Party Central Committee Office Nguyen Hai Ninh; Chairman of the Presidential Office Le Khanh Hai; Chairman of the National Assembly's Law and Justice Committee Phan Chi Hieu; Minister of Home Affairs Do Thanh Binh; Minister of Finance Ngo Van Tuan; Minister of Science and Technology Vu Hai Quan; Chairman of the National Assembly's Committee for Science, Technology and Environment Nguyen Thanh Hai; Chairman of the National Assembly's Committee for Economy and Finance Phan Van Mai; Minister, Chairman of the Government Office Dang Xuan Phong.

Deputy Minister of Justice Nguyen Thanh Tu is a member of the Steering Committee.

The decision also clearly states that the functions, tasks, powers, working regime, and working relations of the Steering Committee are implemented according to the regulations of the Politburo.

The Party Committee of the Ministry of Justice performs the tasks of the Standing Agency of the Steering Committee according to the regulations of the Politburo and the Working Regulations of the Steering Committee.
