At the ceremony, the General Secretary and President awarded the National Assembly's Resolution and the First-class Labor Medal to the Party Committee, government, and people of Quang Ninh city.
Speaking at the ceremony, General Secretary and President To Lam emphasized that this is an important milestone in the journey of formation, construction, construction and development of Quang Ninh.
From today, Quang Ninh has a new urban name, a new stature and a greater responsibility to the People and to the country.
General Secretary and President To Lam congratulated the Party Committee, government, armed forces, business community and people of all ethnic groups in Quang Ninh city. Today's achievement is the crystallization of history, the efforts of many generations, the will, aspiration and spirit of daring to think and dare to do of the people of Quang Ninh.
According to General Secretary and President To Lam, in the development of the country today, Quang Ninh plays a particularly important role. This is a strategic area for national defense, security and foreign affairs, the gateway connecting Vietnam with China and the world, the intersection of economic corridors, transport routes, production chains and global supply chains.
Quang Ninh is also a major center of industry, energy, seaports, logistics, tourism and services of the Northern region. Coal has made a part of Quang Ninh's history. But Quang Ninh's future is not just about coal. Quang Ninh must rise from coal, surpass coal and develop with knowledge, technology, innovation, green economy, digital economy, marine economy and heritage economy.
Ha Long Bay is a natural wonder, a priceless asset of the nation and humanity. Yen Tu is the spiritual origin, a unique cultural space of the nation. The border gate system, seaports, airports and highways create a rare connectivity capacity for Quang Ninh. If you know how to organize well, those advantages will combine into a new strength. A strength not only for Quang Ninh, but also for the Red River Delta, the midlands and mountainous regions of the North, for the whole country.
The establishment of Quang Ninh city is therefore not simply changing the name or organizational model. More importantly, creating a qualitative shift. Governance must be more modern. The economy must be greener. Infrastructure must be more synchronized. Culture must be more honored. People's lives must be better.
General Secretary and President To Lam emphasized that Quang Ninh's vision must be clear: building a modern, green, smart, and culturally rich city; a dynamic growth pole of the North; a marine economic, tourism, service and high-tech industrial center; a peaceful, stable, cooperative and integrated area; a place worth living, worth visiting, worth investing in and worth proud of.
To realize that vision, General Secretary and President To Lam requested the Party Committee, government and people of the city to focus on effectively implementing four key tasks.
First, build a clean and strong Party Committee and political system; strongly innovate city governance.
The apparatus must be streamlined. Operations must be effective and efficient. Discipline and order must be strict. Decentralization must be clear. Responsibilities must be specific. Each cadre must be close to the people, respect the people, understand the people and be responsible to the people. Take the work results and satisfaction of the people and businesses as a measure.
Quang Ninh must continue to be the origin of new ways of doing things. Dare to pilot. Dare to take responsibility. Dare to overcome inertia. But all innovations must be for the common good, within the framework of the law, controlled by discipline and public service ethics.
Second, establish a new growth model; develop quickly but sustainably.
Quang Ninh needs to accelerate the transition from "brown" to "green". Restructure the coal industry towards modernity, safety, resource saving and environmental friendliness. Develop processing and manufacturing industries, high technology, clean energy, logistics and services with high added value. Promote digital economy, data economy, artificial intelligence and innovation. Form a startup ecosystem, attracting talent and strategic investors.
The sea must become a strategic development space. Develop seaports, transportation, logistics, sea and island tourism, high-tech aquaculture and new marine economic sectors. Develop border gate economy in a civilized, modern, and efficient direction. Expand regional links and cross-border cooperation. Actively participate deeperly in regional and global value chains.
Third, organize a good urban space; develop culture, people and improve the quality of life.
The new city must be planned with a long-term vision. Closely connect urban, industrial, seaport, border gate, mountainous and island areas. Transport infrastructure must go one step ahead. Digital infrastructure, energy, water supply, waste treatment, health and education must be synchronized. Develop urban areas but not lose identity. Expand space but not divide the community. Attract investment but not let the People stand outside the development process.
Must maintain the green color of Ha Long. Maintain the spirit of Yen Tu. Maintain the beauty of Bai Tu Long, Tra Co, Binh Lieu and unique cultural regions. Heritage preservation must be associated with people's livelihoods. Tourism development must be professional, civilized and responsible. Cultural industry, creative economy and heritage economy must become new driving forces.
Pay more attention to mountainous areas, border areas, islands, and ethnic minority areas. Narrow the gap in income and access to public services. Caring for people with meritorious services, vulnerable people and workers. Building Quang Ninh people who are healthy, knowledgeable, skilled, cultured, and ambitious.
Fourth, maintain national defense and security; firmly protect borders, seas, and islands; expand foreign affairs and international integration.
Building a border of peace, friendship, stability, cooperation and development. Expanding relations with localities and international partners. Connecting markets, technology, knowledge and human resources. Deeply integrating but must maintain independence and self-reliance; protecting national and ethnic interests to the highest level.
Speaking at the ceremony, Quang Ninh City Party Secretary Quan Minh Cuong expressed his emotion and affirmed that he always cherishes President Ho Chi Minh's advice "To build Quang Ninh province into a rich and beautiful province", and at the same time seriously understands and absorbs the directing opinions of General Secretary and President To Lam.
Quang Ninh will always be united, maintain discipline, strongly innovate, and take drastic action to build the city into a green, modern, creative and internationally integrated development model, together with the country firmly moving into a new era, an era of prosperity for the nation.
