According to VNA, on the occasion of attending the Space Summit in Paris, France, on September 10 (local time), General Secretary and President To Lam had meetings and exchanges with leaders of many countries.
At the meeting with Serbian President Aleksandar Vucic, General Secretary and President To Lam highly appreciated Serbia's participation in the Treaty of Friendship and Cooperation in Southeast Asia (TAC). General Secretary and President To Lam sent an invitation to the President of Serbia to pay an official visit to Vietnam to promote relations between the two countries. The President of Serbia thanked the invitation and will arrange to visit Vietnam as soon as possible.
At the meeting with Bulgarian Prime Minister Rumen Georgiev Radev, General Secretary and President To Lam proposed to strengthen regular exchanges of delegations at all levels, especially high-level leaders' delegations on the occasion of the 70th anniversary of President Ho Chi Minh's visit to Bulgaria (August 1957 - August 2027). The Bulgarian Prime Minister welcomed the proposal of General Secretary and President To Lam on the two countries to continue to maintain high-level contacts to exchange substantive issues and promote relations between the two countries to a new height.
At the meeting with President of the Republic of Congo Denis Sassou N'Guesso, General Secretary and President To Lam sent an invitation to visit Vietnam to the President of the Republic of Congo.
The President of the Republic of Congo affirmed his willingness to support Vietnamese businesses to cooperate and invest in the Republic of Congo; wished to continue to closely coordinate at multilateral forums and was ready to act as a bridge for Vietnam's relations with African countries and the African Union (AU).
In an exchange with Finnish President Alexander Stubb, General Secretary and President To Lam highly appreciated the development of the Strategic Partnership since it was established in October 2025; requested the two sides to continue to promote cooperation potentials in the fields of trade, science and technology, energy, satellites, cybersecurity, wastewater treatment and green infrastructure. The Finnish President hoped that the two countries would continue to actively consider and support each other in important positions at the United Nations and international organizations.
At a meeting with Luxembourg Prime Minister Luc Frieden, General Secretary and President To Lam affirmed that Vietnam identifies science and technology, innovation, digital transformation and green growth as driving forces; requesting Luxembourg to continue to accompany Vietnam in the new era of development, especially in the field of building international financial centers and international green financial partners.
The Prime Minister of Luxembourg welcomed the opinion of General Secretary and President To Lam, willing to participate, contribute experience, connect knowledge and resources in fields such as green finance and building international financial centers.
Talking to European Commission President Ursula Von der Leyen, General Secretary and President To Lam affirmed that he especially values relations with the European Union (EU), identifying the EU as Vietnam's leading partner in many fields, especially science and technology and innovation; proposed to continue to coordinate in solving issues of mutual concern, build and implement specific commitments and projects.
The President of the European Commission highly appreciated Vietnam's active participation and contribution in the joint effort to promote shaping space governance towards peace, safety, sustainability, fairness and for the common benefit of humanity; and highly appreciated the important and substantial progress in the relationship between the two sides since upgrading relations to a Comprehensive Strategic Partnership in January 2026.
