General Secretary, President proposes initiative at the Space Summit

General Secretary and President To Lam affirmed that for Vietnam, aerospace technology belongs to the group of strategic technologies prioritized for development.

On the morning of September 10 (local time) in Paris, France, General Secretary and President To Lam attended and spoke at the Official Session of the Paris Space Summit, held at the proposal of French President Emmanuel Macron from September 9-10, according to VNA.

Speaking at the opening of the first high-level thematic discussion session on the topic "Building a new space for a rapidly changing world", General Secretary and President To Lam affirmed that today's space has become an essential part of modern life and economy, with satellites, remote sensing, positioning and spatial data serving communication, transportation, resource management, disaster prevention and climate change response...

However, General Secretary and President To Lam also noted that the rapid development of space activities also poses many challenges regarding space debris, collisions, trajectories, frequencies, militarization, possession, technological distance and the increasing role of the private sector.

Therefore, the international community needs a multilateral governance framework to ensure a peaceful, safe, sustainable, and shared space; promote innovation, space economy and transform data into knowledge, services, and better decisions for Earth.

In which, Vietnam emphasizes 5 principles: one is to preserve space for peaceful purposes - dialogue, building trust, preventing conflict and arms race; not to threaten the use or use of force; two is to put people and development on Earth at the center; prioritize disaster warning, climate monitoring, resource management and sustainable development goals; three is to uphold international law and the United Nations Charter, placing the United Nations and the United Nations Commission on the Peaceful Use of Outer Space (COPUOS) at the center of multilateral governance on outer space, strengthening the role of the International Telecommunication Union (ITU); four is to ensure equality between countries when participating in and enjoying research and technological achievements; five is to use space responsibly, transparently, sustainably; reduce waste and the risk of collision.

On this occasion, General Secretary and President To Lam affirmed that for Vietnam, aerospace technology belongs to the group of strategic technologies prioritized for development; is a component of national development capacity with 3 priority directions: improving self-reliance in technology and spatial data; developing a space economic ecosystem and encouraging financial models for applications serving public interests; and perfecting institutions and spatial operation management capacity, in accordance with international law.

At the conference, General Secretary and President To Lam proposed an initiative, according to which Vietnam, together with France, the United Nations, the Association of Southeast Asian Nations (ASEAN) and research partners, should form a network "Space for Development and Resilience", focusing on sharing and exploiting space data for development, improving capacity to ensure safe and sustainable space and connecting research - training - businesses - investment to develop the space economy. The network may first focus on Southeast Asia, where Vietnam is willing to be a connecting point.

Emphasizing that the cosmic space opens up vast horizons, but the ultimate measure of progress is still the values it brings to people and Earth, General Secretary and President To Lam affirmed that Vietnam is ready to join countries to turn the results at this conference into concrete actions for today and future generations.

The Space Summit gathers delegations of heads of state, heads of government, leaders of national space agencies, international organizations, businesses, and researchers on aerospace from about 130 countries around the world; directly connected with the International Space Station (ISS). The conference has many policy exchange activities, introducing international cooperation opportunities in technology, services, research - training on aerospace.
