On the afternoon of April 29, General Secretary and President To Lam had a working session with the Standing Committee of Quang Tri Provincial Party Committee on the implementation of resolutions and conclusions of the Central Government and key tasks of the locality.
Also attending were Politburo members: Nguyen Duy Ngoc, Secretary of the Party Central Committee, Head of the Central Organization Commission; Le Minh Tri, Secretary of the Party Central Committee, Head of the Central Internal Affairs Commission; General Phan Van Giang, Deputy Prime Minister, Minister of National Defense; General Luong Tam Quang, Minister of Public Security; members of the Party Central Committee, leaders of the Government, National Assembly, leaders of departments, ministries, branches, central mass organizations, leaders of Military Region 4 Command and leaders of Quang Tri province.
According to the report, Quang Tri has an area of 12,700 km2, a population of more than 1.8 million people, with over 128,000 party members. The province's socio-economy recorded positive signals with GRDP growth rate in the first quarter of 2026 reaching 8.02%, higher than the proposed scenario; budget revenue reached 3,354 billion VND, equivalent to 26.6% of the estimate; total realized investment capital reached 14,382 billion VND, an increase of 19.9% compared to the same period. The economic structure continues to shift in a positive direction, in which processing and manufacturing industries and tourism gradually become important drivers.
Besides the achieved results, the Quang Tri Provincial Party Committee also proposed many key recommendations to remove development bottlenecks, especially strategic transport infrastructure.
Speaking to direct, General Secretary and President To Lam highly appreciated the solidarity and efforts of the Party Committee, government and people of Quang Tri province. In addition to the achieved results, the General Secretary and President pointed out the limitations that need to be overcome, such as infrastructure not commensurate with its potential; administrative reform and digital transformation are still inadequate; people's lives in many areas are still difficult.

The General Secretary and President requested Quang Tri to innovate thinking and act more drastically, taking the efficiency of serving the people as a measure. The two-level local government model needs to be operated practically and smoothly, not allowing commune levels to become bottlenecks.
Notably, Party and State leaders oriented the province to reposition the development space, taking the sea as the expansion center of the economy, as the main development direction; urgently re-plan the sea - forest - border development space, with clearer regional thinking, integrated planning and more focused focus. Accordingly, the East-West axis becomes the axis for reorganizing production space, logistics, urban areas, regional linkages, strategic connection with Laos, Thailand, Myanmar and the Mekong sub-region; linking Lao Bao, La Lay, border gates, seaports, and border trade economic zones into a unified ecosystem. The sea must become the nucleus of growth, must master the sea space through connectivity, exploitation, and organization of economic flows associated with the sea.
Regarding tourism, the General Secretary and President emphasized building the Quang Tri brand as a destination of history, peace, ecology and exploration; promoting the advantages of Phong Nha - Ke Bang to form a regional-level adventure tourism center.
To achieve the growth target of 10.6% in 2026, the General Secretary and President requested Quang Tri province to have specific operating scenarios for each month, quarter, sector and area. Public investment needs to play a leading role, focusing on key infrastructure projects, strategic connections; and clarifying responsibilities for slow-progress projects. In parallel, the province needs to strongly improve the investment environment, develop businesses and the private economy; support improving management capacity and digital transformation to form strong businesses.
The General Secretary and President also requested Quang Tri to transform its growth model, not to depend on resources and cheap labor; promote comprehensive digital transformation, build shared data, and improve the quality of public services.
Along with economic development, human factors and social security are placed at the center, especially for border areas and ethnic minority areas. The province must link development with ensuring national defense and security, expanding international cooperation, and turning border areas into a space for trade and development.
Regarding the province's recommendations, the General Secretary and President affirmed that the Central Government will accompany and promptly remove difficulties, creating conditions for Quang Tri to develop quickly and sustainably in the new period.
