Within the framework of the State visit to China from April 14-17, on April 14, after arriving at Beijing International Airport, General Secretary and President To Lam and the high-level Vietnamese delegation came to learn about the actual planning and survey at Hung An New Area, Hebei Province (China).
Secretary of the Ha Bac Provincial Party Committee Nghe Nhac Phong accompanied General Secretary and President To Lam to survey the field; introduce the master plan map of the starting area and exchange experiences in building the Hung An New Area.
Hung An New Area, Hebei province was established in April 2017.
China considers this an important strategic and historical choice of the Central Committee of the Party, a new area of national significance after the Shenzhen Special Administrative Region, Guangdong and the new Pudong area, Shanghai.
The new Hung An area has an area of 1,770km2, located in Hebei province, in the middle of the "Beijing - Tianjin - Hebei" triangle in northeastern China, nearly 110km southwest of the capital Beijing. The population according to data by 2025 is about 1.4 million people.
The establishment of the Hung An New Area aims to create a development center for the Beijing - Tianjin - Hebei economic triangle, a model area for development innovation with the functions of: Ecological and green new urban area, Pioneering area for promoting innovation, Model area for harmonious development, Leading area for opening up and development.
After 9 years of implementation, Hung An New Area has shifted from the "basic construction" phase to "high-quality construction".
To date, more than 400 branches of central state-owned corporations have moved their headquarters to Xiong'an; 4 universities (Beijing University of Transport, China National University of Geology, Peking University of Technology, Peking University of Forestry) have begun to operate new facilities.
Some hospitals have been put into operation, providing high-quality medical services. By the end of 2025, 169,000 people had been transferred to the new area in Hung An.
Currently, Hung An New Area has completed the "3-layer" city structure including on-ground, underground operating systems and cloud services; built more than 200km of digital roads, allowing commercial self-driving vehicles to be tested, integrated 5G, radar and smart traffic light systems.
As of March 2026, Trung Quan Hung An Science and Technology Park has attracted more than 260 high-tech enterprises, focusing on the fields of artificial intelligence, biotechnology, and low-level space economy.
