On April 14, the National Assembly Standing Committee gave opinions on the report on the results of supervising legal normative documents in 2025 of the Ethnic Council and Committees of the National Assembly, according to the National Assembly Electronic Information Portal.
Presenting the report on the results of supervising legal normative documents (VBQPPL) in 2025 of the Ethnic Council and Committees of the National Assembly, Chairwoman of the Committee for Petitions and Supervision Le Thi Nga said that in 2025, the supervision of VBQPPL activities of the Ethnic Council and Committees of the National Assembly will continue to be concerned and focused on implementation.
According to Ms. Nga, immediately after the merger, consolidation, and new establishment, the Ethnic Council and the Committees of the National Assembly conducted supervision of 602 documents.
In 2025, the Government, the Prime Minister, Ministers, Heads of ministerial-level agencies, and Heads of sectors have deployed the development and promulgation of VBQPPL with a very large volume of detailed regulations (352 documents), helping laws, ordinances, and resolutions of the National Assembly and the National Assembly Standing Committee to promptly go into life.
However, there are still 173 documents issued later than the effective date according to the provisions of laws, ordinances, and resolutions; in which, some documents are delayed from 6 months to 2 years. It is noteworthy that many laws have taken legal effect but still owe the majority of detailed regulations.
The Standing Committee of the Committee for Petitions and Supervision proposed that the Government, the Prime Minister and ministries and sectors focus on implementing and thoroughly overcoming the limitations pointed out in the report on the results of supervising legal documents in 2025.
At the same time, urgently issue documents detailing 47 articles and clauses that have not been issued in 2025 according to their authority.
Regarding the situation of delays and debts for issuing documents, Chairman of the Law and Justice Committee Phan Chi Hieu admitted that although the situation of contradictions and overlaps has improved, delays and debts still exist. Regarding the causes, besides the reason for the increased volume of documents, there is also confusion among officials when applying the new Law on Promulgation of Legal Documents.
To thoroughly overcome the situation of late payment of documents, the Chairman of the Law and Justice Committee proposed that the Government and ministries and sectors need to strengthen self-inspection and inspection according to their authority.
Speaking at the conclusion of the session, Vice Chairman of the National Assembly, Senior Lieutenant General Nguyen Doan Anh requested the Government and ministries to absorb opinions, thoroughly implement 25 supervisory recommendations and urgently issue 47 contents that are still "in debt".
National Assembly agencies drastically monitor and urge to the end the implementation of recommendations, improve the quality of content and timeliness of summary reports.
The Vice Chairman of the National Assembly emphasized that in localities, if the law has been promulgated without detailed guidance, it is very difficult to implement, especially in fields such as land and public investment. Therefore, the supervision report after being completed will be sent to National Assembly deputies at the 2nd session of the 1st Session, 16th National Assembly and publicly posted on the Electronic Information Portal of the National Assembly for people to supervise together.
