Great expectations for the Party's innovation cause
On the morning of July 18, the 12th Conference of the 13th Party Central Committee solemnly opened in Hanoi.
Speaking at the opening of the Conference, General Secretary To Lam said that the 12th Central Executive Committee Conference was held in an exciting atmosphere across the country, competing to achieve achievements to celebrate major holidays and important events of the nation and determined to successfully implement the socio-economic development goals in 2025; the goals of the 13th Congress, towards the 14th National Congress of the Party.
This is a conference of special significance, trieucted nearly 3 months earlier than the plan, demonstrating the proactive, urgent and highly responsible spirit of the entire Party in comprehensively and thoroughly preparing the contents to be submitted to the 14th National Congress of the Party.
On behalf of the Politburo and the Secretariat, General Secretary To Lam warmly welcomed the delegates attending the Conference and expressed his sincere thanks for the tireless efforts of the Central Executive Committee members and all Party members in performing the tasks of the Party, especially the work since the 11th Central Conference to date; thanked the entire Party for united and unanimously working with the people of the whole country to successfully complete the task of implementing the two-level local government model on July 1, 2025 with a new development space; bringing the nation into a new chapter in the history of the country's formation and development.
General Secretary To Lam said that this conference took place in the context of the entire Party, the entire people, and the entire army changing the state from "Running and lining up" to "Rightlining, the way of communication, and moving forward together" towards the future.
From the Central Government to 34 provinces, cities and 3,321 communes, wards and special zones, the entire political system and administrative system are operating in the direction of innovating the apparatus, improving the quality of scientific governance and management, limiting intermediaries, eliminating overlapping functions, getting closer to the people, getting closer to the people, and serving the people better. This is a breakthrough in the organization of the political system, demonstrating the Party's strong determination in establishing a modern, honest, streamlined and people-oriented government institution.

One of the content groups at this Conference is the content group on preparations for the 14th National Party Congress.
The General Secretary said that the 14th Congress Document Subcommittees have selectively and seriously received the comments and suggestions of Central Committee members at the 11th Central Conference as well as in the draft documents; the comments and contributions of Party members and the masses, of a number of Party Congresses at the commune and ward levels held in the recent past.
Implementing the direction of the Politburo, the Secretariat and the Subcommittees of documents urgently adjusted, supplemented, and completed the documents (political Report, Socio-Economic Report, Party building report and implementation of the Party Charter, Summary report of 40 years of innovation) to submit to the Central Committee for comments. Through many supplements and improvements, the content of the Basic Document has ensured the requirements such as revolutionary nature, science, strategy, practicality, synchronization, feasibility, orientation, etc.
"However, to make the content of this Draft Document not only a crystallization of the intelligence of the entire Party and people, but also a "way to light the way" for the country's development in the new period, each word and each content in the draft documents must be truly concise, concise, strategic, specific, micro- and macro-level, accurately reflecting reality, correctly forecasting trends and orienting the future" - the General Secretary stated.
