On the morning of July 18, the 12th Conference of the 13th Party Central Committee solemnly opened in Hanoi.
One of the important content groups at the 12th Central Conference was the content group on personnel work, Party building and implementation of the Party charter.
Accordingly, the Central Committee will consider supplementing the planning of the 14th Central Executive Committee, the Secretariat, and the Politburo; the direction of personnel work of the 14th Central Executive Committee; and reviewing the work of cadres under its authority.
In his opening speech, General Secretary To Lam said that this group of contents has been carefully prepared by the Central Organizing Committee, in a systematic manner, in compliance with the Charter and regulations of the Party and current laws.
Regarding the content of the report submitted to the 14th Congress on the Summary of the work of building and implementing the Party Charter, the Document clearly assessed the reasons for success in the implementation of 10 tasks on Party building, 3 key tasks and 3 breakthrough solutions set forth by the 13th Congress.
The Report summarizing 15 years of implementing the Party's charter (2011-2025), drew profound lessons from this work. At the same time, the document also set out directions, tasks, and solutions for Party building and implementing the Party Charter for the 14th Congress term.
General Secretary To Lam suggested that the Central Government should focus its intelligence and carefully discuss core issues. In particular, clearly defining the direction of personnel work of the 14th Central Executive Committee.
"This is a particularly important content, directly affecting the success or failure of the entire next term. Human resources must ensure standards and conditions, have strong political will, have innovative thinking, pure ethics, act resolutely for the collective, for the people, and put national and ethnic interests first and foremost. We must follow the teaching of Uncle Ho "Cadres are the root of all work" - General Secretary To Lam emphasized.
Regarding the content of the comments for the Draft Report on the Summary of Party building work and implementation of the Party Charter, General Secretary To Lam requested that it is necessary to focus on the direction, tasks, and solutions for Party building work for the 14th Congress term, paying special attention to the organizational model and cadre capacity according to the two-level local government model.
Propose amendments and supplements in line with the practical work of Party building in the new period, emphasizing inspection, supervision and Party discipline in addition to recommending synchronous amendments to the system of regulations on personnel work, planning and decentralization of management; standards and criteria for evaluating cadres; system of titles and positions; training in political theory... to build the Charter not only as a legal framework but also the "soul" of Party discipline, a foundation to maintain solidarity and unity throughout the Party.
