On the afternoon of April 21, in Ho Chi Minh City, General Secretary To Lam and Secretary of the Central Military Commission met and talked intimately with more than 400 delegates who are generals, heroes of the People's Armed Forces, spies, Saigon villains, youth volunteers, and frontline workers directly participating in the Ho Chi Minh campaign.
Attending were the Politburo members: Mr. Nguyen Trong Nghia, Secretary of the Party Central Committee, Head of Propaganda Department and Central Mobilization; Mr. Phan Dinh Trac, Secretary of the Party Central Committee, Head of the Central Committee of Internal Affairs; Mr. Nguyen Duy Ngoc, Secretary of the Party Central Committee, Chairman of the Central Inspection Committee; General Phan Van Giang, Deputy Secretary of the Central Military Commission, Minister of Defense; General Luong Tam Quang, Secretary of the Central Police Party Committee, Minister of Public Security; Mr. Nguyen Van should, Secretary of Ho Chi Minh City Party Committee.

Speaking at the meeting, General Secretary To Lam expressed his deep gratitude, admiration and appreciation for the glorious feats, silent sacrifices and great contributions of generations of revolutionary soldiers in the cause of national liberation and national reunification, as well as in the cause of building and defending the Fatherland.
General Secretary To Lam emphasized: "The delegates present today are typical representatives of a heroic generation of the heroic nation. Regardless of their position, they always demonstrate the bravery, intelligence, talent and enthusiasm of revolutionary soldiers, ready to sacrifice and contribute to the noble ideals of our Party and people".
The victory of April 30, 1975 - a brilliant milestone in the history of the nation - was repeated by General Secretary To Lam with all respect: "It is not only the victory of the strong will, the strength of the great unity of the nation under the leadership of the Party, but also a brilliant symbol of independent, free and peaceful aspirations. Sit here today ".
General Secretary To Lam shared that the backward time helps us to contemplate more deeply the valuable historical lessons, to strengthen the belief in the wise and ingenious leadership of the Party and President Ho Chi Minh; The bold and assertive strategic guidance of the Politburo, the Central Military Commission and the Ministry of Command; As well as the indomitable, resilient and heroic spirit of the entire nation in the struggle for independence and unity.
"The generation today and tomorrow forever grateful and engraved the merits of the Party, Uncle Ho's sea, of millions of soldiers, heroic martyrs and people of the people - including the generals, heroes of the people's armed forces, special soldiers, youth volunteers ... those who have dedicated their whole life, part of the body for the independent, peaceful and unified general of the country."

General Secretary To Lam also reviewed the outstanding achievements that the country has achieved after 50 years of liberation of the South, reunification of the country and nearly 40 years of renovation: from economics, politics to culture, foreign affairs, defense and security. Those achievements, according to the General Secretary, are a testament to the effectiveness of the renovation line and the continuous efforts of the whole Party, the entire people and our entire army.
In the field of national defense and security, General Secretary To Lam affirmed that, promoting the spirit of great victory in the Spring of 1975, the military and police forces have closely coordinated and successfully completed the task of firmly protecting independence, sovereignty, territorial integrity and national and ethnic interests. National defense and security potential is comprehensively enhanced; the national defense posture associated with people's security and the "people's heart posture" are firmly consolidated.
The People's Army and the People's Public Security continue to be built in the direction of revolution, regularity, elite, modernity, resilience in all situations, playing a core role in the task of protecting the Fatherland early, from afar, maintaining a peaceful and stable environment for national development.
Looking forward, General Secretary To Lam emphasized 5 strategic tasks that need to be persistently implemented to maintain stability and national autonomy:
Building a clean and strong Party, maintaining a comprehensive leadership role.
Strengthening the great national unity bloc, creating the strength to unify "millions of people as one".
Create an effective and efficient state apparatus, serving the people and development.
Build a strong armed force, proactively respond to all situations, do not be passive or surprised.
Promote creative and flexible foreign affairs, creating a favorable international environment for national development.
General Secretary To Lam affirmed: " Maintaining peace, stability, security and order for development is a strategic requirement in the context of the rapidly changing, complex and unpredictable world and regional situation. That requires the entire Party, the entire people, and the entire army to continue to be wise, steadfast, and courageous in action.
