The Ministry of Foreign Affairs said, on the afternoon of 9.5 (local time), at the Russian Federal Council headquarters in the Moscow Capital, General Secretary To Lam had a meeting with the President of the Russian Federation Council Valentina Matviyenko on the official visit to the Russian Federation and attended the 80th anniversary of the victory in the great national defense war.
President Valentina Matviyenko expressed her delight at the positive developments in the relationship between the two countries in recent times; believing that the General Secretary's visit will create new momentum, contributing to consolidating and deepening the traditional friendship and comprehensive strategic partnership between Vietnam and the Russian Federation.
General Secretary To Lam emphasized that the Party, State and People of Vietnam always respect the loyal and attached affection of the Russian people for Vietnam; attach importance to developing the Comprehensive Strategic Partnership with Russia as one of the top priorities in Vietnam's foreign policy.
General Secretary To Lam highly appreciated the role of the Russian Federation Council in promoting cooperation between the two countries and hoped that the two sides would continue to strengthen parliamentary cooperation, thereby making a practical contribution to the effective implementation of bilateral agreements.
President of the Russian Federation Council Valentina Matviyenko affirmed that she will continue to support the expansion of cooperation between the two countries in all fields, including party channel relations, economic, trade, scientific - technical cooperation, education - training, security - defense, culture, and people-to-people exchanges.

The two leaders agreed to highly appreciate the results of the Parliament Cooperation over the past time and emphasized the need for strengthening the exchange of delegations at all levels, especially the specialized committees and the Friendship MPs; Continuing to coordinate in monitoring the process of implementing bilateral agreements with 5 key areas, the pillar is defense - security, energy - oil and gas, science - high technology, training human resources and infrastructure; support to remove legal problems to promote the effectiveness of cooperation between the two countries in the new period; Promote cultural cooperation, tourism, people exchange and cooperation between localities of the two countries, supporting Vietnamese airlines in the process of implementing direct routes in Hanoi - Moscow.
The two sides also discussed strengthening coordination at multilateral parliamentary forums such as the Inter-Parliamentary Union (IPU) and the Asian Parliamentary Partnership Conference (ASEP), thereby demonstrating a common voice for peace, cooperation and sustainable development in the region and the world.
General Secretary To Lam suggested that the Russian Federation National Assembly continue to maintain an objective, balanced stance, and have a voice to support the stance and viewpoint of Vietnam and ASEAN in handling the East Sea issue on the basis of international law, especially the 1982 United Nations Convention on the Law of the Sea (UNCLOS).
