The Central Party Office issued the Conclusion Notice of the General Secretary at the working session with the Party Committee of the Ministry of Health and central departments, ministries and branches on the care and protection of children in special circumstances (Notes No. 432-TB/VPTW, dated November 26, 2025).
Accordingly, on November 24, 2025, at the Party Central Committee Headquarters, the General Secretary had a working session with the Party Committee of the Ministry of Health, central and local departments, ministries, branches on the care and protection of children in especially difficult circumstances. After listening to the report of the Party Committee of the Ministry of Health and the opinions of relevant agencies, the General Secretary concluded as follows:
Children in special circumstances are those who suffer many disadvantages, especially in terms of living conditions, nutrition, education and health care. Caring for children in special circumstances is not only to heal current misfortunes but also to care for the future and sustainable development of the country, demonstrating the humanity and superiority of the socialist regime. To do this well, it is required that Party committees, Party organizations, authorities, and unions at all levels focus on implementing well a number of tasks and solutions as follows:
Minimize the number of newly abandoned children: This is the most humane and fundamental priority task in the care and protection of children in special circumstances.
There should be solutions on psychological and legal counseling, reproductive health care, and socio-economic support for groups at high risk such as women who are pregnant unexpectedly, single mothers, broken families, or workers who are stuck in life; build a social network of social collaborators with the participation of socio-political organizations, especially women's associations and youth unions to grasp the situation in residential areas.
At the same time, grassroots Party committees and authorities must pay close attention to people's lives, grasp the needs of those in difficult circumstances in the area to have timely support measures, consider this a direct political responsibility of their level and their organization.
Ensure that all abandoned children are received and cared for safely and promptly. In which, the place of discovery (hospital, residential area, police, government) is the place responsible; must carry out specific, serious and synchronous procedures and regulations in organizing initial health care, health screening, handover, receipt, and preparation of legal documents according to regulations.
Absolutely do not shirk responsibility, causing delays, affecting the safety and lives of children. If there are cases of abandoned children, child abuse or exploitation, it is necessary to consider and strictly handle relevant organizations and individuals.
Innovating the model of caring for children in special circumstances, improving the capacity of the existing social protection system. Unify the goal of gradually shifting from a focused care model for children in special circumstances to a family - community care model, in the direction of a small house - small group, so that each group of children is associated with a stable caregiver, creating an environment as close as family, in line with children's psychology and progressive trends in the world.
It is necessary to pay attention to upgrading and consolidating existing social protection facilities in terms of facilities, equipment, human resources for social work, standards for nurturing and preventing violence and harassment. Overcoming the situation of formal activities, degradation or lack of responsibility.
At the same time, it is necessary to review and balance resources to develop new facilities in localities with great demand such as big cities and concentrated industrial parks; perfect a transparent socialization mechanism to mobilize non-budgetary resources to participate in caring for and protecting children in special circumstances.
