On October 23, information from the Government Inspectorate said that Mr. Doan Hong Phong - Government Inspector General had just received citizens periodically in October to review the case of Ms. Pham Thi Ha (address: No. 136, Group 10, Vinh Hung Street, Hoang Mai District (now Vinh Hung Ward, Hanoi City) and households in Vinh Hung Ward, Hanoi City.
At the citizen reception, Government Inspector General Doan Hong Phong listened to the citizen's petition to request the competent authority to allocate land to 102 households in Vinh Hung ward, Hanoi according to Decision No. 4730/QD-UB dated August 13, 2003 of the Hanoi People's Committee on approving 8,600m2 of land allocated to 102 households for rural housing.
According to the citizen's presentation, in 1994, after the local government had a plan to allocate land and expand people to build houses, households had fulfilled their financial obligations.
On February 2, 2010, the Hanoi People's Committee issued Decision No. 640/QD-UBND on the recovery of 14,121m2 of land in Vinh Hung ward, Hoang Mai district (old) managed by the People's Committee of Vinh Hung ward; assigned to Housing Design and Construction Company Limited to implement the Project to build technical infrastructure for the resettlement housing area.
The capital for infrastructure construction was voluntarily contributed by 102 households and the Hanoi Department of Natural Resources and Environment (old) has handed over the boundary markers to the People's Committee of Hoang Mai District (old) but to date, 102 households (including households belonging to policy families and families with meritorious services to the revolution) have not yet been allocated land.
On April 28, 2024, the Hanoi Inspectorate issued Conclusion No. 4110/TTTP-P5 and on May 13, 2025, issued Document No. 2554/TTTP-P5 reporting to the Hanoi People's Committee to propose continuing to implement the project of land allocation to 102 households.
On August 21, 2025, the People's Committee of Vinh Hung Ward issued a Report requesting the People's Committee of the City, the Department of Finance, the Department of Agriculture and Environment, and the Department of Construction to consider the historical and existence of the project to have a specific mechanism to remove the above-mentioned for 102 households.
After listening to the presentations of representatives of households and opinions of relevant departments and branches, Government Inspector General Doan Hong Phong assessed this as one of the crowded and complicated cases that have lasted from 1994 to present. Households have come and submitted many petitions to central agencies and Hanoi City but have not been reviewed and resolved by competent authorities according to the provisions of law, the rights of the people according to the Inspection Conclusion of the City Inspectorate are not guaranteed.
Accordingly, Government Inspector General Doan Hong Phong requested the Chairman of the Hanoi People's Committee to direct competent agencies, especially the Department of Agriculture and Environment, to urgently inspect, verify, and completely resolve the case, ensuring the rights of the people according to the provisions of law, not allowing people to complain or make complicated denunciations beyond the central level.
Report the results to the Government Inspectorate to report to the Prime Minister before December 31, 2025.
At the same time, Government Inspector General Doan Hong Phong assigned Department I to coordinate with the Central Citizen Reception Committee to directly inspect and urge the settlement of complaints and recommendations of citizens according to regulations.
