On March 25, within the framework of his official visit to the Russian Federation, Prime Minister Pham Minh Chinh met with Russian President Vladimir Putin at the Kremlin, Moscow.
Prime Minister Pham Minh Chinh and President Vladimir Putin exchanged in-depth views on the needs and potentials of each country, identified key areas and major orientations in bilateral cooperation in the coming time to further deepen the Vietnam - Russian Federation Comprehensive Strategic Partnership, considering this as a long-term strategic priority of both countries.
The two sides highly agreed on the need to continue to consolidate political trust through high-level delegation exchanges and at all levels, across all Party, State, Government, National Assembly, local, business and people-to-people exchange channels; maintain the effectiveness of existing cooperation mechanisms, including the Intergovernmental Committee on Economic - Trade and Science - Technology Cooperation, and at the same time research and establish new cooperation mechanisms.
The two sides committed to promoting economic - trade - investment cooperation, encouraging and creating favorable conditions for businesses of the two countries to do business and invest; promoting business connections, diversifying markets and supply chains; focusing on removing barriers to institutions, payments, and transportation; towards improving bilateral trade turnover in a balanced and sustainable direction.
The two sides identified energy - oil and gas cooperation, science and technology, innovation, and infrastructure development as key areas suitable for the development needs of each country.
Appreciating the efforts of both countries, including the two Governments, in striving to conclude negotiations and sign the Agreement to build Ninh Thuan 1 Nuclear Power Plant in Vietnam on the basis of ensuring safety, efficiency and compliance with international standards, President Vladimir Putin affirmed that this is an important direction of cooperation, contributing to ensuring energy security, sustainable development and will direct the Russian Government to urgently implement the next steps, soon launch the project, so that the project becomes a new symbol of Vietnam - Russian Federation friendship in the new era.
The two sides support energy and oil and gas enterprises of the two countries to strengthen cooperation, expand investment and operations on each other's territory, in accordance with international law.
The two sides believe that it is necessary to strengthen cooperation in the fields of military technology, security, science and technology.
Prime Minister Pham Minh Chinh highly appreciated the basic science as well as the superior technologies of the Russian Federation, one of the leading countries in the world in this field, and proposed that, based on the cooperation experience in the Vietnam - Russia Tropical Center, the two sides focus on strengthening cooperation in fields such as basic science, new technology, high technology, biomedicine and aerospace.
The two sides agreed that it is necessary to promote people-to-people exchanges; create favorable travel conditions for citizens of the two countries, thereby promoting tourism and attracting more Russian tourists to Vietnam and Vietnamese tourists to Russia. President Putin assigned the Russian Ministry of Foreign Affairs to consider visa exemption for Vietnamese citizens. The two sides agreed to increase scholarships for Vietnamese students to increase the number of Vietnamese students in Russia.
