Vietnam - Russia promote oil and gas cooperation, sign agreement to build nuclear power plant

Energy - oil and gas cooperation is a traditional field, a symbol of effective cooperation between Vietnam and Russia.

Within the framework of his official visit to the Russian Federation, on March 23 local time, Prime Minister Pham Minh Chinh held talks with Russian Prime Minister Mikhail Mishustin at the Prime Minister's Office in Moscow.

Prime Minister Mikhail Mishustin affirmed that Russia values the Comprehensive Strategic Partnership between the two countries, considers Vietnam as a top important partner in the Asia-Pacific region and always wishes to further improve the effectiveness of bilateral cooperation in all fields.

Prime Minister Pham Minh Chinh affirmed that Vietnam consistently implements an independent, self-reliant, self-strengthening, diversification, and multilateralization foreign policy, always considering Russia as a reliable friend and top important partner of Vietnam in the European region.

The two Prime Ministers exchanged and agreed on directions to overcome difficulties and backlogs, promote comprehensive cooperation between the two countries, reposition and elevate Vietnam-Russia relations in all fields of cooperation, bring relations into depth and sustainability, for the benefit of the people of the two countries, peace and stability in the region and in the world.

The two sides affirmed their determination to elevate economic - trade - investment cooperation to become a spearhead and pioneer in bilateral cooperation; effectively implement the Free Trade Agreement between Vietnam and the Eurasian Economic Union, of which Russia is a member, further open markets for each other's export goods, and promote bilateral investment activities.

The two leaders emphasized that energy - oil and gas cooperation is a traditional field, a symbol of effective cooperation between the two countries and affirmed their determination to elevate this strategic cooperation field and effectively implement key cooperation projects.

In addition, the two sides agreed to soon study and expand cooperation in new energy, clean energy, and renewable energy fields, contributing to green transformation and sustainable development.

The two leaders welcomed and affirmed the signing of the Agreement between the Government of the Socialist Republic of Vietnam and the Government of the Russian Federation on cooperation in building nuclear power plants on the territory of the Socialist Republic of Vietnam; considering this an important step forward in bilateral cooperation in the field of nuclear energy for peaceful purposes and believing that this will be a new symbolic project for the friendship between Vietnam and Russia.

The two sides also highly appreciated the signing by the two countries of more cooperation agreements in the fields of energy - oil and gas, transportation... between businesses of the two countries within the framework of the visit, thereby effectively implementing the Protocols and Intergovernmental Agreements signed, contributing to ensuring energy security in the current context.

The two Prime Ministers agreed that cooperation in the field of science and technology needs to truly become a new pillar of cooperation; agreed to promote the organization of exchange activities within the framework of the 2026 Interchange Year on science and education.

Prime Minister Pham Minh Chinh encouraged Russia to participate in consulting, designing, technology transfer, and building a subway system in Vietnam, especially in major cities such as Hanoi and Ho Chi Minh City.

The Prime Minister requested Russia to continue to help Vietnam train high-quality human resources, increase the number of scholarships for Vietnam, especially in the fields of digital technology, new technology, biomedicine, transportation, basic sciences, academic arts...

After the talks, Prime Minister Pham Minh Chinh and Prime Minister Mikhail Mishustin jointly witnessed the signing ceremony of the Agreement between the Government of the Socialist Republic of Vietnam and the Government of the Russian Federation on cooperation in building nuclear power plants on the territory of the Socialist Republic of Vietnam.
