Expected to have 3 wards and 1 commune
With option 1 (priority plan), after the arrangement, the number of commune-level administrative units will decrease from 17 to 4 units (3 wards, 1 commune), a decrease of 13 units (equivalent to 76.47%).
Accordingly, it is expected to merge Dong Da, Nhon Binh, Nhon Hoi, Hai Cang, Thi Nai wards and Nhon Ly and Nhon Hai communes into Quy Nhon ward. The ward headquarters is located in the Bac Ha Thanh area (belonging to the old Dong Da ward).
Merging Tran Phu, Ngo May, Nguyen Van Cu, ghenh Rang and Quang Trung wards into Quang Trung ward (new). The headquarters is located at the current Nguyen Van Cu Ward People's Committee.
Merging Nhon Phu, Tran Quang Dieu, Bui Thi Xuan wards and Phuoc My commune into Bui Thi Xuan ward (new). The headquarters is located in the planning area of the old Tran Quang Dieu ward.
Nhon Chau commune (Cu Lao Xanh island) is kept intact, headquartered at the current commune People's Committee.
With this plan, Nhon Chau commune, although not meeting the prescribed standards for area (90km2) and population (24,000 people), is an island commune 12 nautical miles from the mainland, with a special role in national defense, security, and marine economy. The whole commune has 596 households with about 2,350 people, most of whom trade with the mainland via the Quy Nhon - Nhon Chau ferry route.
During the rainy and stormy season, people are often isolated for a long time, so maintaining the unit of government in Nhon Chau commune is in accordance with the special conditions and ensuring the rights of people on the island.
The remaining 4 wards, no more communes
Option 2 proposes to merge all 17 commune-level units that are currently there into 4 wards, no more communes.
Accordingly, it is expected to merge Dong Da, Nhon Hoi, Hai Cang, Ngo May, Tran Phu, Thi Nai wards and Nhon Ly, Nhon Hai, Nhon Chau communes into Quy Nhon ward. The headquarters is located in Bac Ha Thanh area.

With this plan, according to the regulations on standards for ward administrative units with a natural area of 35km2 or more and a population of 50,000 people or more, the new Bui Thi Xuan ward does not meet the criteria for population size (about 24,859 people).
However, this area has strong development potential as it is home to many large industrial parks such as Phu Tai, Long My and the Artificial Intelligence Center - Supporting Urban Area project in Long Van Urban Area under construction.
At the same time, this is also a strategic area connecting traffic with National Highway 1, the North - South Expressway and the Long Van - Long My road axis. Quy Nhon City aims to develop this area into a dynamic new urban area in the future.
