On the afternoon of December 16, the People's Committee of Thai Binh province held a conference to announce the results of the survey and assessment of the Department, Branch, District, and City Competitiveness Index (DDCI) in 2024.
At the conference, Mr. Do Van Ve - Chairman of Thai Binh Province Business Association - said that from September 30 to October 31, the consulting unit distributed, collected and screened more than 12,100 survey samples from enterprises, cooperatives and business households in the province.

After cleaning the data, the consulting unit randomly selected nearly 4,100 samples to include in the evaluation survey.
As a result, the total number of votes reached 2,368. Of which, the block of departments, branches and sectors had 1,518 votes; the block of districts and cities had 850 votes.
The rate of online survey reached nearly 85%, and direct survey reached more than 15%.

Regarding the DDCI scores and rankings at the department and sector level: The leading position is the Department of Construction; followed by the Department of Culture, Sports and Tourism; and the third position is the Provincial Police.
Regarding local DDCI scores and rankings: Leading is Thai Binh City; followed by Quynh Phu District; ranked 3rd is Dong Hung District.

Speaking at the conference, Permanent Vice Chairman of Thai Binh Provincial People's Committee Nguyen Quang Hung congratulated the units and localities that achieved high rankings in measuring and ranking the DDCI index; at the same time, he requested that units and localities whose results were not as expected should continue to make more efforts to improve their rankings in the following years.
Mr. Nguyen Quang Hung assessed that the average score of departments, branches and sectors reached 79.03 points, the average score of local levels reached 78.57 points, higher than in 2023.
This shows that the business community has a better perception of the economic management and public administration of departments, branches, sectors and district and city authorities.

To complete the socio-economic development targets, the Standing Vice Chairman of Thai Binh Provincial People's Committee suggested that units and localities need to properly perceive the role and significance of the DDCI index; consider this as a measure and tool to evaluate the leadership and management capacity of heads of units and localities.
Immediately after the conference, the Department of Planning and Investment of Thai Binh province chaired and advised the Provincial People's Committee on a document directing the improvement and enhancement of the component indexes of the DDCI index set in 2024 of each department, branch, and locality in the province to further improve the investment and business environment.

For low-ranking units, it is necessary to focus on reviewing and amending barriers and bottlenecks within the unit, researching, amending, and finding solutions to perform better and more effectively in the work process.
In addition, departments, branches, and localities should strengthen coordination and direct exchanges with the business community to thoroughly resolve difficulties and problems; improve service spirit, attitude, and responsibility, thoroughly and substantially transform the working style from "management" to "service", taking businesses and people as the center.
