Ho Chi Minh City will operate a trial of the two-level local government model in 6 new wards smoothly, ready to expand to all 102 wards and communes from June 12.

On the morning of June 11, the Ho Chi Minh City Digital Transformation Center coordinated with the People's Committee of Tan Binh District to organize a trial operation of the 2-level local government model in 6 new wards after the arrangement, including: Bay Hien, Tan Hoa, Tan Son Hoa, Tan Son Nhat, Tan Binh.

The experiment was attended by key personnel such as ward People's Committee leaders, office leaders, heads of professional departments and clerical staff.

The Ho Chi Minh City Digital Transformation Center has tested three shared systems including: document management software; the system for receiving and processing people's feedback via the 1022 information portal and the public administrative procedure settlement system.

In the document management software testing phase, the wards implemented two processing processes: arrival documents and destination documents, through the connecting axis between the Digital Transformation Center and the People's Committee of Tan Binh Ward (one of the six newly arranged wards of Tan Binh District).

The document process takes place in the following steps: receive the document, enter it in number and submit it to the office leaders; the office leaders check, handle and submit it to the ward leaders; then the ward leaders assign it to the professional department for handling.

For the sent document, the specialist creates the document, submits it to the leaders of the draft approval department; then the ward leaders sign the approval, transfer it to the document to put in the book, stamp and issue.

The entire process is simulated on the real system, with the results of processing the process publicly displayed on the big screen for monitoring and supervision.

Evaluating the results of the first trial, Ms. Vo Thi Trung Trinh - Director of the Ho Chi Minh City Digital Transformation Center - commented: "Cadres and civil servants have operated proficiently, the infrastructure system for document management and online conferences have been operating stably".

On this basis, the Ho Chi Minh City Digital Transformation Center will adjust a number of stages to complete the pilot operation scenario in the coming time.

Ms. Trinh also requested districts and towns to urgently prepare technical infrastructure, send a list of cadres and civil servants to participate so that the Center can configure accounts on the system, ready for the trial operation phase throughout the area.

Chairman of Tan Binh District People's Committee Nguyen Ba Thanh - said that the main goal of the testing period is to exchange experiences, detect shortcomings in practical operation, thereby making appropriate adjustments, ensuring the system operates smoothly and effectively from July 1.

It is expected that from June 12, all 102 new wards and communes of Ho Chi Minh City will simultaneously operate a 2-level local government model.

The trial operation is divided into two phases:

Phase 1 (before June 13.): Focus on testing services related to administrative procedures to serve people, ensuring the process of receiving, processing and responding goes smoothly on the system.

Phase 2 (after June 15: Expanding the testing to service groups requires coordination between city departments, branches and sectors with local authorities and people, thereby testing the connectivity of the entire system.

After the testing process, Ho Chi Minh City will organize a summary and experience assessment period from June 26 to 30, as a basis for the official implementation of the two-level government model from July 1 throughout the city.
