Ho Chi Minh City People's Committee has just issued an official dispatch directing the implementation of Official Dispatch No. 818-CV/VPTW of the Party Central Committee Office, related to the content of General Secretary To Lam's directing speech at the Tet greeting ceremony for the Party Committee, government and people of Ho Chi Minh City on February 9, 2026.

At the working session, General Secretary To Lam delivered an important speech, in which he acknowledged the results Ho Chi Minh City has achieved in the past time, and at the same time oriented many major and important tasks for the city in the new development stage.

The General Secretary requested Ho Chi Minh City to continue to promote its role as a "leading force, leading the way, setting an example"; being a place where the Central Government is assured to assign new tasks, difficult tasks, and big tasks; being a driving force leading economic growth of the whole country, a major center of economy, culture, science - technology, innovation and international integration.

Implementing the direction, the Ho Chi Minh City People's Committee requested departments, agencies, branches, localities and state-owned enterprises directly under it to clearly define responsibilities in implementing development orientations.

One of the key tasks is to focus on thoroughly handling "bottlenecks" that have lasted for many years; innovate the growth model in depth; promote the effectiveness of specific mechanisms; promote the formation of financial, logistics and innovation centers.

The Ho Chi Minh City People's Committee assigned the Department of Home Affairs to take the lead in consolidating the organizational structure in the direction of streamlining, effectiveness, and efficiency; building a team of capable and reputable officials, encouraging the spirit of daring to think and dare to do. The Department of Construction presides over and coordinates with the Department of Planning and Architecture and the City Police to advise on traffic congestion issues.

The Department of Agriculture and Environment presides over and coordinates with relevant agencies and units to advise on environmental pollution issues.

The Department of Planning and Architecture presides over and coordinates with the Department of Construction and relevant agencies and units to advise on planning issues to combat flooding.

The City Police presides over and coordinates with the Department of Food Safety and relevant agencies and units to advise on ensuring the safety of people's lives.

The City Development Research Institute, the Department of Planning and Architecture, and the Department of Finance coordinate to advise on accelerating the overall planning of the city.
