This is the content stated in the draft Decree on determining the authority of the internal affairs sector when organizing local governments at two levels. The draft is chaired by the Ministry of Home Affairs and is being appraised by the Ministry of Justice.
In the draft Decree, the Ministry of Home Affairs proposed to determine the authority of State management in the field of implementing grassroots democracy and youth work.
The Ministry of Home Affairs said that the process and time limit for settling the one -time allowance, the monthly allowance regime prescribed in Clause 5, Article 9 of the Government's Decree No. 112/2017 stipulating the regime and policies for young volunteer youths in the South to participate in the resistance from 1965 - 1975 (hereinafter referred to as Decree No. 112/2017) as follows:
Within 5 working days from the date of the expiry of the listing of the application for approval, the People's Committee of the commune is responsible for summarizing and reporting to the provincial People's Committee (via the Department of Home Affairs together with the dossier of the subject, the record of the Joint Conference and the listing of the application for approval results).
In addition to the one-time subsidy and monthly subsidy, the Ministry of Home Affairs also clearly states the responsibility of the People's Committee at the commune level in resolving the funeral subsidy for this subject.
Accordingly, the People's Committee of the commune shall settle the burial allowance according to the provisions of Point b, Clause 2, Article 10 of Decree No. 112/2017 as follows: Within 5 working days from the date of receiving the complete dossier as prescribed, the People's Committee of the commune inspects and makes a written request according to Form No. 11, enclosed with the list of burial claims according to Form No. 12 issued together with this Decree and sends the dossier to the Department of Home Affairs.
The People's Committee of the commune shall settle the burial allowance according to the provisions of Point d, Clause 2, Article 10 of Decree No. 112/2017 as follows: Within 10 days from the date of receiving the complete dossier as prescribed by the People's Committee of the commune, the Department of Home Affairs inspects, summarizes and reports to the provincial People's Committee to issue a decision to enjoy burial allowance for relatives or burial people for young volunteer youths in the South.
The People's Committee of the commune shall settle the burial allowance according to the provisions of Point dd, Clause 2, Article 10 of Decree No. 112/2017 as follows: Within 10 days from the date of the decision to enjoy the burial allowance, the People's Committee of the commune is responsible for paying relatives or burial people for grassroots youth volunteers in the South.
