This is a notable content stated in Decision 252/QD-BNV on the Administrative Reform Plan of the Ministry of Home Affairs in 2025.

Regarding the reform of the civil service regime, the Ministry of Home Affairs said it will continue to review, research, and advise on amending, supplementing or replacing legal documents on the recruitment, use, and management of cadres, civil servants, and public employees to ensure unity, synchronization, and connection between the Party's document system and the provisions of law;

Amend and supplement regulations on civil servant rank standards, civil servant job title standards; innovate the recruitment, use, appointment, rotation of cadres, civil servants, public employees, etc.

The Ministry also researched and innovated methods and processes for evaluating and classifying cadres, civil servants and public employees in the direction of democracy, publicity, transparency, and qualitative assessment criteria based on the results of task implementation and associated with the standards and requirements of specific job positions, jobs, and products.

In particular, the Ministry of Home Affairs will continue to check responsibilities in handling work; labor discipline, administrative discipline, culture, public ethics for cadres, civil servants, public employees and workers in the Ministry of Home Affairs;

"Develop and apply the regime of inspection and examination of public duties, regulate the authority and responsibility of heads of agencies and units in personnel work; promptly and strictly handle individuals with violations in accordance with the provisions of law" - the Decision clearly stated.

Continue to streamline the payroll according to the Government's Decree regulating payroll streamlining.

Organize the implementation of the Government's Decree on policies and regimes for cadres, civil servants, public employees, workers and armed forces in implementing the organizational arrangement of the political system.

Effectively implement policies for cadres, civil servants, public employees and workers when implementing the arrangement and streamlining of the apparatus and administrative units at all levels.

Implement the contents of salary policy reform according to Conclusion No. 83-KL/TW of the Politburo and develop a report from the Government to submit to the National Assembly at the 9th Session on the implementation of salary reform, pension adjustment, social insurance benefits, preferential allowances for meritorious people and social allowances.

Continue to review, research, and innovate the work of recruitment, use, appointment, and rotation of cadres, civil servants, and public employees.

Continue to maintain and operate the National Database on cadres, civil servants and public employees in state agencies; Review and perfect the position, professional standards of civil servants and professional titles of civil servants in the Home Affairs sector.
