The Quy Nhon - Pleiku Expressway has a total length of about 125 km, a scale of 4 lanes, and a total investment of about 43,734 billion VND.

Continuing the 9th Session, on the morning of May 19, Minister of Construction Tran Hong Minh, authorized by the Prime Minister, presented a report on the investment policy for the Quy Nhon - Pleiku expressway construction project.

Minister Tran Hong Minh said that the early investment in the project is urgent because of the goal of developing a synchronous and modern transport infrastructure according to the orientation of the Party and the State.

At the same time, meet the needs of transportation on the East-West axis and ensure national defense and security; reallocate and create new space to serve economic development; develop modern sustainable transport methods, contributing to reducing traffic accidents.

Regarding the investment scope, the starting point is at National Highway 19B in An Nhon Town, Binh Dinh Province; the end point is at Ho Chi Minh Road in Pleiku City, Gia Lai Province. The total length is about 125 km; of which the section passing through Binh Dinh province is about 40 km, passing through Gia Lai province is about 85 km.

The project passes through An Nhon town and Tay Son district in Binh Dinh province; An Khe town, Dak Po district, Mang Yang district, Dak Doa district and Pleiku city in Gia Lai province.

The investment scale of 4 lanes, with continuous emergency lanes, roadbed width is 24.75 m; meeting the standards of a grade 100 highway.

The route is being studied and selected to ensure the shortest and most direct possible and meet the principles in accordance with the planning approved by competent authorities; ensure the technical requirements of the route.

In accordance with the natural conditions of the research area; limiting the crossing of areas sensitive to natural environment, society, and national defense land; limiting the volume of site clearance; ensuring convenient connection with urban centers and important functional areas.

It is expected to invest in 8 other intersections at the intersection level (3 intersections in Binh Dinh province and 5 intersections in Gia Lai province) and allocate investment for 2 other intersections at Km28+000 and Km88+500.

The total area of land previously occupied is about 942.15 hectares. The number of affected households is about 491 households.

The proposed form of investment for the project is public investment. The total preliminary investment is about 43,734 billion VND. Proposal to use state budget capital from increased revenue and state budget expenditure savings in 2024, central and local budgets for the period 2021-2025 and the period 2026-2030.

Preparing to invest and implement the project from 2025, completing the project in 2029. The project is proposed to be divided into 2 component projects as follows:

- Component project 1: the route is located in Binh Dinh province.

- Component project 2: the route is located in Gia Lai province.

Based on the proposal to divide the project into 2 component projects, it is expected that the governing body will implement the project as follows:

Component project 1: Binh Dinh Provincial People's Committee.

Component project 2: Gia Lai Provincial People's Committee.

The project's forest use conversion dossier has been reviewed and assessed by the Ministry of Agriculture and Environment to be eligible to submit to the National Assembly for decision on the forest use conversion policy.

Therefore, it is recommended that the National Assembly decide to change the purpose of forest use of about 257.35 hectares to other purposes to implement the project.

The Provincial People's Council is responsible for determining accurate data to carry out the work of converting forest use to other purposes according to regulations.
