According to the telegram, some localities are still slow to implement compensation, resettlement support, relocation of technical infrastructure, and construction material mines as required by the Prime Minister, affecting the progress of projects.
To speed up progress, the Prime Minister requested provinces with large volumes of site clearance such as Dong Nai (Bien Hoa - Vung Tau project), Khanh Hoa (Khanh Hoa - Buon Ma Thuot project), Lang Son (Huu Nghi - Chi Lang project), Binh Duong (Ho Chi Minh City Ring Road 3 project), Quang Tri (Van Ninh - Cam Lo project) to mobilize the entire political system to complete all site clearance before April 30, without delay.
Nghe An, Dong Nai, Binh Thuan, Khanh Hoa, Ninh Thuan, Quang Binh, Quang Tri, Quang Ngai, Hau Giang, Kien Giang, Phu Yen provinces urgently hand over the site for rest stops on the North - South expressway in the East before April 30, 2025.
The provinces of Dong Nai, Khanh Hoa, Dak Lak, Binh Duong, Long An in coordination with Vietnam Electricity Group (EVN) will complete the relocation of high-voltage power lines before April 30, 2025, without affecting the construction progress.
Quang Tri province (Van Ninh - Cam Lo project) urgently completes the relocation of technical infrastructure systems on service roads and level crossings at the overpass of National Highway 9D, National Highway 9A, and Tam Hiep.

Dong Thap and An Giang provinces complete the procedures to adjust the Confirmation of mines granted under special mechanisms in accordance with regulations before April 30, 2025.
Tien Giang and Ben Tre provinces have completed licensing the remaining 3 sand mines; Vinh Long, Tien Giang and Ben Tre provinces have increased their mine capacity to meet the needs in 2025 according to regulations before April 25, 2025.
An Giang province will soon allocate stone sources at Antraco mines according to regulations to prioritize the supply of key projects in the area with a plan to complete in 2025.
Ho Chi Minh City and the provinces of Dong Nai and Binh Duong (Ho Chi Minh City Ring Road 3 project), Dong Thap (An Huu - Cao Lanh project) review and re-set the progress, be proactive in material sources, have appropriate and effective technical treatment solutions, and do not delay the project completion progress.
