Accordingly, Regulation 207-QD/TW clearly states 19 things party members are not allowed to do.
Article 1. Saying, writing, acting against or not implementing the Party's guidelines and regulations, the State's laws; doing things that the law does not allow.
Article 2. Failure to comply or improperly or incompletely comply with the principles of organization and operation of the Party; self-nomination, receiving nominations and nominations for positions of state organizations, the Vietnam Fatherland Front, socio-political organizations, mass organizations assigned tasks by the Party and the State, religious organizations, foreign organizations without permission from a competent party organization.
Article 3. Refuting, denying, distorting Marxism-Leninism, Ho Chi Minh's ideology, theory on the renovation line; not fulfilling the responsibility of setting an example; individualism, opportunism, self-interest; "group interests", localism, "term thinking", unity in the right direction, formal democracy, seeing the right does not protect, seeing the wrong does not fight; dictatorship, authoritarianism, abuse of power, bureaucracy, far from the masses.
Article 4. Providing, leaking, losing or writing articles, posting confidential information, documents, data of the Party and State or things that are not allowed to be published according to Party regulations, laws of the State, regulations of agencies and units. Storing, propagating, disseminating or inciting others to propagate, disseminate information, documents, data in any form to spread information and viewpoints contrary to the Party's guidelines and policies, and the State's policies and laws.
Article 5. Writing, speaking, posting articles or providing information, documents, data for others to write, speak, post falsely, not posting feedback or corrections as prescribed.
Directly or encourage organizations and individuals to create, produce, publish, store, distribute, and disseminate cultural products, literary and artistic works that are unhealthy, contrary to Vietnamese customs and traditions, provocative and have a negative impact on society, distort history, defame leaders and leaders of the Party and State, and oppose the Party, State and regime.
Disseminating articles, speeches, interviews, memoirs, films, photos not in accordance with regulations. Using Internet infrastructure, social networks, digital platforms, artificial intelligence to create and disseminate false information.
Article 6. Denunciations with fabricated content; writing and signing denunciations with others; writing anonymous denunciations, impersonating names. Sending and disseminating complaints and denunciations in all forms to places without jurisdiction to resolve; inciting, instigating, bribing, and coercing others to complain and denounce.
Buying, threatening, suppressing, and retaliating against complainants, denouncers, critics, and contributors, fighting against corruption, wastefulness, and negativity; not implementing Party regulations and State laws on protecting denouncers, people fighting against corruption, wastefulness, and negativity, and their relatives.
Article 7. Organizing, inciting, and participating in factional and local activities that cause internal disunity. Taking advantage of reflecting, contributing opinions, questioning and answering questions to attack, slander, insult, comment, and arbitrarily evaluate organizations and individuals.
Article 8. Organizing, participating in, sponsoring, and assisting organizations and associations in violation of Party regulations and State laws; participating in demonstrations and mass gatherings causing insecurity, social order and safety.
Article 9. Reporting, preparing dossiers, declaring personal history, declaring assets and income and explaining the origin of assets and income with untruthful fluctuations. Using illegal diplomas, certificates, and certifications.
Transferring money and assets abroad, opening accounts and trading assets abroad, illegally entering citizenship.
Article 10. Taking advantage of presiding over and advising to issue documents with content contrary to the Party's guidelines and regulations, and the State's laws. Improperly implementing regulations in areas under assigned functions, tasks, and powers. Implementing mobilization, allocation, and use of resources in a non-transparent manner, not in accordance with the Party's guidelines and regulations, and the State's laws. Designing separate criteria and conditions to create advantages for one or more organizations, businesses, and individuals to access resources, causing unequal competition.
Article 11. Violation of public service ethics, professional ethics; violation of the code of conduct of persons holding positions and powers in agencies, organizations, and units; covering up, reporting falsely when performing tasks; irresponsibility allowing agencies, units, localities, and individuals under their direct management to experience disunity, corruption, wastefulness, negativity, and other violations. Harassment, causing difficulties in resolving administrative procedures. Avoiding, shirking responsibility, fearing responsibility, saying is not consistent with doing, not doing, working half-heartedly, delaying in advising, proposing, and performing assigned tasks.
Knowing but not reporting, not handling or not directing the handling of acts of corruption, wastefulness, and negativity. Intervening, influencing or allowing relatives or others to take advantage of their positions, powers, and influence to seek profit, corruption, wastefulness, negativity, and violate the law. Taking advantage of pilot and specific mechanisms and policies; policies to encourage and protect dynamic and creative officials who dare to think, dare to do, dare to take responsibility for the common good to implement or cover up acts of self-interest, corruption, wastefulness, and negativity, violating the Party's regulations and the State's laws. Violating the laws of the host country and Vietnamese laws when going abroad.
Article 12. Having acts of running for positions, running for power, covering up, assisting, interfering, and influencing in all forms on organizations and individuals so that oneself or others are received, recruited, ranked, evaluated, planned, appointed, transferred, assigned, arranged for other jobs, rotated, appointed, reappointed, nominated, nominated, re-elected, commended, promoted, promoted to military ranks, awarded titles, going abroad, having relationships, working with foreign individuals and organizations, implementing talent valuation, enjoying cadre regimes and policies against regulations. Taking advantage of the arrangement of the organizational apparatus to arrange people who are not capable and reputable to positions with the right to allocate resources.
Article 13. Embezzlement, giving, receiving, brokering bribes or taking advantage of positions to broker and bribe in any form; organizing, participating in or creating conditions to carry out tax evasion, fraud, money laundering, borrowing, lending in violation of the law.
Article 14. Giving and receiving gifts in any form to influence organizations and responsible persons leading to wrong decisions, with personal gain for themselves or individuals, organizations, agencies, and businesses.
Article 15. Failure to practice thrift; allowing loss and waste in the management, exploitation, and use of resources; investing, purchasing, managing, and using public finances and assets against regulations. Evading assets, legalizing violations.
Article 16. Intervention and impact to allow oneself, relatives, and others to travel, study, and treat diseases with funding from organizations and individuals related to the assigned sector, field, locality, and area to monitor and manage.
Article 17. Obstructing, intervening, influencing, imposing on inspection, supervision, examination, audit, investigation, prosecution, trial, judgment enforcement, amnesty, complaint resolution, denunciation, disciplinary action to distort, cover up, and assist acts violating Party regulations and State laws. Influencing, coercing, bribing organizations and individuals to reduce responsibility and level of handling for themselves and others. Failure to comply with conclusions and decisions of competent authorities.
Article 18. Organizing and participating in gambling in any form; using drugs, using alcohol and beer improperly or to the extent of having unethical social behaviors, violating the law and other social evils.
Organizing weddings, funerals and other events of individuals and families not in accordance with regulations, extravagant, wasteful or for self-interest purposes. Indifference, insensitivity to wrongdoings in society; having violent acts in the family; violating regulations on marriage and family, about marrying foreigners.
Article 19. Superstition, superstitious activities; supporting or participating in illegal religions or taking advantage of religious and belief activities, ethnic mechanisms and policies for personal gain, committing acts against social morality, violating the law.
This regulation replaces Regulation No. 37-QD/TW, dated October 25, 2021 of the 13th Party Central Committee on things party members are not allowed to do.
