Dear Comrades Members of the Politburo, Members of the Secretariat, Members of the Party Central Committee,
Dear comrades delegates attending the Conference
After a period of urgent, serious, democratic, frank and responsible work, the 3rd Conference of the 14th Party Central Committee completed the set program. The Central Committee carefully discussed the contents; highly agreed on many major guidelines and policies on Party building, political system, development and national defense. The Politburo seriously received, explained, and completed draft documents.
On behalf of the Politburo and the Secretariat, I respectfully thank and highly appreciate the spirit of responsibility and wisdom of the Central Committee comrades, the invited delegates; and commend the agencies, units, and forces serving the Conference.
Comrades,
Before closing the Conference, I would like to summarize 03 main results, emphasizing 05 key requirements to bring the Central Government's policies into life.
First, the Central Committee unanimously assessed: in the first 6 months of 2026, the concretization of the Resolution of the 14th National Congress and strategic resolutions of the Party was implemented urgently and drastically; the leadership, administration, inspection, and supervision capacity of the Party has many changes; the apparatus of the political system after arrangement has operated stably and initially promoted efficiency. However, the biggest bottleneck is still the implementation stage. The root cause is that authority in some places does not go hand in hand with responsibility; decentralization is not fully linked to resources, data, tools, cadre capacity and control; resources are still fragmented; growth is not based on productivity and internal resources; forecasting and prevention in some fields, sectors, and localities have not kept up with fluctuations. Therefore, it is necessary to handle from the root cause, synchronously across institutions, organizations, people and leadership and governance methods; linking Party building with national governance, socio-economic development and national defense.
Second, the Central Committee reached high consensus on 13 contents submitted to the Conference; voted to approve the Conference Resolution and documents under the program. The resolutions, conclusions, regulations, and projects approved closely followed the Resolution of the 14th Party Congress, meeting short-term and long-term requirements, creating a basis for implementing 4 strategic shifts.
(i) Regarding Party building and the political system, the Central Committee unanimously assessed: after one year of operating the overall organizational model of the political system and the 2-level local government model, the new apparatus shows superiority, suitability, smoothness, and effectiveness, but the quality of operation is still uneven, especially at the grassroots level. The Central Committee approved key tasks for the last 6 months of 2026; requested to continue to improve functions, authority, and working relations, ensuring decentralization associated with human resources, resources, data, and tools for implementing and controlling power. The Central Committee decided to issue Regulations amending and supplementing Regulation No. 20; emphasizing that this is a particularly important document to implement the Party Charter, all amendments must absolutely comply with the Charter, within its authority; new issues that are not regulated by the Charter are only piloted within its authority, with specific scope and time limits. Conduct preliminary and final reviews to serve the plan to amend the Party Charter at the 15th Party Congress. The Central Committee unanimously issued a new Regulation on what party members are not allowed to do, meeting the requirements of the new situation and being synchronized with Party regulations; the content is clear, tight, feasible, concretizing ethical standards and exemplary responsibility, correctly identifying violations, ensuring strict discipline, and at the same time not destroying the spirit of innovation, daring to take responsibility for the common good.
(ii) Regarding the organization of development space and resource management, the Central Government approved the policy of establishing Quang Ninh city and Bac Ninh city. Unanimously issued Conclusions on the preliminary review of Resolution No. 18 and viewpoints and orientations for amending the Land Law and related laws; affirming that land belongs to the entire people's ownership, represented by the State as the owner and unified management, is a special resource, a space for survival and development of the nation. The State does not reconsider the legal land use rights according to land policies and laws through periods. The amendment of the law must be synchronous, correct, accurate, and timely; unlock resources but not privatize land; harmonize the interests of the State, people and businesses; the State regulates, controls and decides land prices; ensures the improvement of housing, living conditions and livelihoods of people whose land is recovered. The Central Committee unanimously issued a new Resolution on building and developing Vietnam into a strong maritime nation, identifying the sea as a space for survival, development and protection of the Fatherland; developing a modern marine economy must be associated with protecting the ecosystem, improving people's lives and maintaining national sovereignty.
(iii) Regarding socio-economics, the Central Government unanimously assessed the situation in the first 6 months of the year, identified key tasks and solutions for the last 6 months of the year; determined to strive for growth of 10% or more, while maintaining macroeconomic stability, controlling inflation, ensuring major balances, jobs, income and social security. Regarding the Project on innovation of Vietnam's development model, the Central Government decided to issue a Resolution, identifying this as a very large, very new issue, unprecedented, and meaningful for shaping the national development model to 2045 and beyond. The Resolution not only sets out the requirement to innovate the growth model but also establishes an overall development model; concretizes the guidelines and aspirations for national development; takes the People and people as the highest goals; crystallizes the core contents of the 14th National Congress Resolution, related resolutions and selects appropriate international experiences. The Central Committee unanimously approved the Project on building a disciplined, safe, civilized, harmonious, and developed society, identifying building people, culture, laws, discipline and a healthy social environment as core contents, ensuring all development achievements truly improve the quality of life and happiness of the people.
(iv) Regarding national defense and sustainable development, the Central Committee agreed on the main viewpoints, goals, and tasks of the National Security Strategy; requiring security to be placed in the overall development of the country, proactively identifying, forecasting, preventing and handling traditional, non-traditional, inter-sectoral, transborder risks early and remotely; firmly protecting the Party, Regime, State, People, independence, sovereignty, unity, territorial integrity; ensuring human security, data, energy, water resources, food and key infrastructure. The Central Committee approved the summary results of Resolution No. 24 and issued Conclusions on environmental protection, proactively responding to climate change in the new period; determining to strongly shift from overcoming consequences to prevention, adaptation, recovery; management according to ecosystems, river basins and sea areas; linking green transformation with improving competitiveness, ensuring development safety and responsibility to future generations.
Third, the Central Government unifies a mechanism to ensure that decisions are organized and implemented synchronously, can be controlled, measured and assigned responsibility. Implementation capacity must be designed right in each decision. Each task must clearly state the presiding agency, responsible focal point, authority, implementation conditions, deadlines and products; regular inspection and supervision to warn and adjust promptly. Not assigning tasks without clearly defining implementation conditions; not decentralizing without control; not allowing responsibility to dissolve in coordination. The actual results and satisfaction of the people and businesses are the main basis for evaluating organizations, cadres, especially leaders.
Comrades,
The above three results show that the Conference has placed 13 contents in a unified whole between construction, development and protection, in the short and long term, political goals and conditions for implementation. New points are shown in each policy and in leadership methods: looking straight at the root causes, organizing resources according to common goals, linking decisions with implementation and placing the long-term interests of the country and the people's lives at the highest position.
The value and vitality of policies must be measured by practical results: bottlenecks are removed, new capacity is created, the apparatus operates smoothly, resources are unlocked, productivity and competitiveness are improved, the country is safer, and the people benefit more practically.
From that awareness, it is necessary to immediately turn the unity in policy into unity in action, turning the Central Government's decisions into specific results. Immediately after the Conference, the entire Party and the entire political system must focus on doing well 5 groups of tasks.
First, correctly identify the focus, order of priority and breakthroughs that need to be focused on implementation. The decisions of the Conference have a wide scope, multifaceted impact and close relationships. Therefore, they must be implemented immediately. Key tasks that are fundamental, have leadership and spreading power must be focused on priority. Things that are clear, conditions are ripe must be done immediately, done thoroughly, done effectively; new, difficult, and unprecedented tasks must be carefully studied; when necessary, pilot with control, both doing and evaluating, within authority. Key stages must be thoroughly resolved to pave the way for the implementation of the remaining tasks.
Second, organize implementation under the unified and consistent leadership of the Party; fully promote the functions, powers, and responsibilities of each agency. The Politburo and the Secretariat lead, direct, assign, inspect, and urge. The National Assembly Party Committee leads the institutionalization; the National Assembly, the National Assembly Standing Committee, and People's Councils at all levels decide and supervise according to their authority. The Government Party Committee leads the development of action programs; directs the Government, ministries, branches, and localities to allocate resources and organize implementation. The Party Committee of the Fatherland Front and central mass organizations lead propaganda, mobilization, supervision, social criticism, and reflecting people's opinions. The entire system must act synchronously, smoothly, and towards grassroots levels and the people.
According to Regulation No. 206 of the Politburo, Central Committee members are responsible for presiding over or directing the dissemination and implementation of resolutions and conclusions of the Conference at localities, agencies, and units. That sense of responsibility must be thoroughly grasped from the Central Committee members to each cadre and party member. Each cadre and party member must strictly comply with the Regulations on what party members are not allowed to do, regularly self-examine and self-correct; set an example in propagating and mobilizing the People; saying is consistent with doing, receiving tasks must be done to the end, and be responsible to the Party organization and the People for the results of work.
Third, clearly define responsibilities between the Central Government, provincial level and commune level; ensure that 3 levels operate smoothly, coordinate closely, and interact effectively. The Central Government focuses on strategic orientation, perfecting institutions, building common platforms, allocating large resources and inspecting implementation. The provincial level is the level that must reform and innovate more strongly in leadership, direction, and administration methods; concretize policies, organize development space, coordinate resources, ensure conditions for commune levels and be responsible for work results. The commune level is the frontline of public governance, directly implementing and serving the People, handling and resolving all problems arising from the reality of life, the needs of people and businesses. Therefore, the commune level must be built with sufficient capacity to manage development. The Central Government does not replace localities; the provincial level does not hold onto the task that the commune level can do well; when the commune level's work is still difficult to implement, when authority, human resources, finance, data, tools and guidance are not guaranteed, the provincial level is responsible for removing and resolving, not letting it remain unfinished. The implementation capacity of the commune level, the satisfaction of people and businesses is a measure of the operational efficiency of the entire system.
Fourth, concretize each policy into a program and action plan; clearly define resources, roadmaps, products and implementation responsibilities. The Resolution of the 14th National Party Congress and strategic resolutions of the Central Government and the Politburo have been urgently and synchronously concretized; but the quality and progress of implementation are not uniform. The current requirement is to turn the speed of promulgation into the speed of implementation, turn political determination into substantive change, specific results. The action program of each department, ministry, sector, locality, and grassroots level must clearly state resources, progress, products, and responsible persons; closely follow common goals, originate from practice, not be rigid or mechanical. Leaders must be deeply involved, grasp the breath and pace of life of the area and field they are in charge of; know how to listen to grassroots levels, businesses and people; be proactive and creative in organizing implementation, in the right direction, in the right authority, for the common good.
Progress must be integrated into each task, associated with specific responsibilities. In the last 6 months of 2026, it is necessary to ensure a smooth apparatus, handle urgent bottlenecks, and achieve the highest socio-economic goals. In the XIV term, it is necessary to institutionalize policies, improve decentralization and delegation of power, reorganize space, and innovate development models. Towards the 2030 goal, vision 2045, it is necessary to improve strategic autonomy, self-reliance, and self-strengthening capacity; promote innovation; proactively prevent and respond to risks and challenges; protect the environment, ensure human security, national security and firmly protect the Fatherland.
In each action program, it is necessary to clearly define the content, methods and responsibilities of information and propaganda about the Party's resolutions, guidelines, and policies; ensure timeliness, accuracy, easy understanding, and persuasiveness; create unity in the Party, consensus in society, so that the People understand correctly, trust and consciously implement; proactively orient public opinion, refute false and distorted information. Organizing implementation is not only the work of the political system, but must become a widespread action of the entire people.
Fifth, strengthen inspection and supervision; evaluate by data, products and actual results. It is necessary to count the bottlenecks that have been removed, resources that have been unlocked, and how people's lives have changed. Implementation results must be the most important basis for evaluating officials, especially heads; commend good places, protect those who dare to innovate; and at the same time strictly handle the situation of avoidance, pushing back, slowing down, and formalism.
Goals, progress, products and implementation results must be public and transparent according to regulations for the Vietnam Fatherland Front, socio-political organizations and the People to monitor, supervise, reflect, and propose; promptly detect good places to commend and replicate, and limitations and obstacles to rectify and remove.

The success of the Conference is just the beginning. The world situation will continue to develop rapidly, complicatedly, with opportunities and challenges intertwined. The more in that situation, the more steadfast the goal must be, maintain principles, solidarity, discipline; proactive, creative, dare to think, dare to do, dare to take responsibility for the common good.
On the occasion of the 79th anniversary of War Invalids and Martyrs' Day July 27, on behalf of the Party Central Committee, I respectfully send to Vietnamese Heroic Mothers, Heroes, wounded soldiers, sick soldiers, families of martyrs, veterans, former People's Police, former youth volunteers, people participating in the resistance war, people with meritorious services to the country my sincere regards and deep gratitude. I request all levels and sectors to continue to care for people with meritorious services and policy families with practical and meaningful actions; effectively deploy the 500-day and night campaign to promote the search, collection and identification of remains of martyrs who are missing information.
With the centralized, unified, and drastic leadership of the Party; the companionship and support of the People; the spirit of responsibility and dedication of the contingent of cadres and party members and the aspiration to rise up of the entire nation, we will definitely successfully implement the Resolution of the 14th Party Congress, bringing the Central Government's decisions into concrete results in life.
