At the Conference, after considering and discussing the submissions and reports of the Politburo, the Central Executive Committee highly agreed on many major guidelines and policies on Party building, political system, development and national defense.
1. Through the content of the following documents:
- Regulations on the implementation of the Party Charter (Regulations amending and supplementing Regulation No. 20-QD/TW, dated April 8, 2026 of the Central Executive Committee on the implementation of the Party Charter) continue to improve institutions and laws on the Party organization model; in line with the requirements of innovating leadership methods, improving leadership capacity, ruling power and combat strength of the Party, meeting the requirements of rapid and sustainable development of the country in the new period.
Regulations on the implementation of the Party Charter inherit the contents that still have legal and practical value of Regulation 20-QD/TW; amend and supplement the truly necessary contents under authority to operate the Party organization model synchronously and uniformly with the organizational structure model of the political system and the requirement for digital transformation from the Central to the grassroots level; focus on adjusting the names, positions, powers, and working relationships of Party committees and Party organizations at all levels according to the new model throughout the Party.
- Regulations of the 14th Central Executive Committee on things party members are not allowed to do (replacing Regulation No. 37-QD/TW, dated October 25, 2021 of the 13th Central Executive Committee of the Party) contribute to completing the basis for early identification, timely prevention of violations, improving the effectiveness and efficiency of inspection, supervision, and enforcement of Party discipline, especially for new violations arising in cyberspace, in the process of digital transformation and organizational and apparatus arrangement; and at the same time is an important tool to strengthen the work of preventing and combating corruption, wastefulness, negativity, and protecting cadres who dare to think and dare to do for the common good.
Inheriting the contents that are still relevant of Regulation No. 37-QD/TW; amending contents that are no longer relevant, supplementing regulations adjusting newly arising violations; ensuring synchronization and unity with the Political Platform, Party Charter, State laws and current regulations on setting examples, reviewing, evaluating, ranking quality, discipline, controlling power, preventing and combating corruption, wastefulness, and negativity. Combining "building" and "countering"; taking prevention, warning, self-examination, self-correction as the main.
- Resolution on innovation of Vietnam's development model
The Central Executive Committee unanimously assessed that, through 40 years of renovation, 35 years of implementing the Platform for building the country in the transitional period to socialism, under the leadership of the Party, our country has achieved great and historically significant achievements; the scale, potential, position and international prestige have been constantly improved; becoming a high-middle-income country; people's lives have been clearly improved. However, the process of renovating the country's development model is still slow. Meanwhile, the world is undergoing contemporary changes, creating many advantages, opportunities, and major intertwined challenges. Domestically, our Party has issued many strategic policies and decisions, which are revolutionary; posing many very high new issues and requirements, especially the goal of striving for double-digit growth in the period 2026 - 2030; from there, it is required to have a breakthrough in renovating the country's development model.
To realize the aspiration to make Vietnam a developed, high-income country by 2045, establishing the foundation for the next 100 years of development vision of the country under the leadership of the Party (2030 – 2130), the Central Executive Committee agreed that it is necessary to innovate the country's development model with specific goals according to the milestones to 2030/2035/2045 and orient the vision to 2130, Vietnam becomes a highly developed, civilized, modern, identity socialist country with creative capacity and lasting vitality; is one of the green, creative economies, leading smart production centers of Asia; has an important position in the global order in terms of knowledge, technology, economy, defense, security; civilized, prosperous, fair, inclusive, happy society; cultural identity, comprehensively developed people; capable of adapting to all changes of the times and making worthy contributions to humanity.
- Resolution on the National Security Strategy
The Central Executive Committee unanimously assessed that, through 5 years of implementing new thinking and awareness about national security, protecting national security according to the Resolution of the 13th Party Congress and 07 years of implementing Resolution No. 51-NQ/TW dated September 5, 2019 of the Politburo on the Strategy for National Security Protection, national security protection work has achieved many important breakthrough and landmark results. Along with the development of the country, challenges to security from outside, inside, and from new spaces will increasingly increase; risks in key areas are increasingly complex and diverse, including traditional and non-traditional security challenges.
Faced with the above context and situation, national security and national security protection face new requirements, new thinking, new ways of doing things, requiring implementation at a higher level, not only protecting and ensuring the highest national and ethnic interests, identifying, repelling, and effectively handling all risks and challenges, but also creating a foundation for the success of rapid, sustainable, high-quality development, improving all aspects of people's lives, successfully implementing the goals of the 14th National Congress Resolution and the Party's strategic guidelines, and realizing the two 100-year goals.
- Resolution on building a disciplined, safe, civilized, harmonious, and developed society.
The Central Executive Committee unanimously recognized that the next 20 years are an important period to shape the political structure, security and development model of the world. The above situation requires building a social model suitable to the development requirements of the country in the new period; creating a solid socio-political foundation to successfully implement the strategic goals set out by the 14th Party Congress.
The Central Executive Committee unanimously affirmed that building a disciplined, safe, civilized, harmonious, and developed society is the cause of the entire people under the leadership of the Party, an important pillar of the country's development model in the new era. Strengthening the comprehensive and direct leadership of the Party; improving the effectiveness and efficiency of State management, promoting the subjective role of the People, family, community, Fatherland Front and socio-political organizations in building a civilized, modern socialist society. Combining national strength with the strength of the times; enhancing the image and prestige of the nation; proactively and selectively absorbing the quintessence of human civilization, scientific and technological achievements and advanced governance, while maintaining independence, sovereignty, self-reliance, national cultural identity and socialist orientation in the process of national development.
- The Resolution on viewpoints and orientations for amending the Land Law and related Laws continues to inherit and affirm the basic viewpoints and objectives of Resolution No. 18-NQ/TW, dated June 16, 2022 of the 13th Central Committee of the Party "on continuing to innovate and improve institutions and policies, improve the effectiveness and efficiency of land management and use, creating motivation to make our country a developed country with high income" still retains its value, and at the same time adjusts and supplements a number of viewpoints, objectives, tasks, and solutions to continue to innovate land law synchronously, transparently, and feasibly, both unlocking resources, contributing to "double-digit" growth and rapid and sustainable development of the country, and ensuring strict management, social justice, legitimate rights and interests of the people, ensuring national defense, security, and environmental protection.
The Central Executive Committee unanimously affirmed the viewpoint: Land is a special resource of the nation, development space, survival space; is a constituent factor of territorial sovereignty, economic sovereignty and national security; is a special means of production, an important resource for national development; land use rights are an important input factor for socio-economic development investment. Land is owned by the entire people and the State is the representative of the owner and uniformly manages it.
The State regulates, controls and decides land prices when put into use, not allowing the formation of a multi-price mechanism. Strongly shift from the thinking of "compensating for recovered assets" to the thinking of "rebuilding people's lives when the State recovers land", people whose residential land is recovered must have housing, living conditions equal to or better than the old place of residence. The State creates conditions for citizens to have the right to have housing. Prioritize allocating land funds to develop rental housing to meet the housing needs of the people.
- The Resolution on building and developing Vietnam into a strong maritime nation affirms that building and developing Vietnam into a strong maritime nation is a strategic task of the entire Party, people, army and entire political system; is the right, responsibility and obligation of all organizations, businesses and people; ensuring that it is placed under the comprehensive leadership of the Party, the unified management of the State and the active and responsible participation of subjects in society. Strongly promote the spirit of patriotism, self-reliance, self-strengthening, and aspiration to reach out to the big sea; promote the central role of the People and businesses in developing the country towards the sea, associated with firmly protecting sea and island sovereignty.
The Resolution also clearly defines general objectives and specific goals to 2030; vision to 2045; along with a system of 09 specific tasks and solutions to contribute to building and developing Vietnam into a strong maritime nation.
- The conclusion of the Central Executive Committee on continuing to improve and effectively operate the overall organizational model of the political system, the 2-level local government model affirms that the policy of renovating and arranging the organizational structure of the political system in the direction of streamlining, operating effectively, efficiently, and efficiently is completely correct and suitable to the requirements of national development in the new period; is a strategic decision, with profound revolutionary nature in renovating the leadership and ruling methods of the Party, the organization of state power and modern national governance.
The Central Executive Committee unanimously affirmed that in the coming time, it is necessary to continue to "purge" to complete the internal organizational structure; at the same time, strongly shift the focus to improving the quality of operation, national governance capacity, development capacity and efficiency in serving the People; ensuring that the political system is capable of organizing the successful implementation of the Resolution of the 14th Party Congress.
- The conclusion of the Party Central Committee on environmental protection and proactive response to climate change in the new period inherits the major and valuable guidelines of Resolution No. 24-NQ/TW dated June 3, 2013 of the Party Central Committee of the XI term on proactively responding to climate change, strengthening resource management and environmental protection, and at the same time developing major guidelines and policies to solve the issues raised in the new development stage.
The Central Executive Committee unanimously identified 05 guiding viewpoints; goals to 2030; vision to 2045 and 09 important tasks and solutions contributing to environmental protection and proactive response to climate change in the new era.
The Central Executive Committee assigns the Politburo to base on the discussion opinions of the Central Executive Committee of the Party and the Report on receipt and explanation of the Politburo to direct, receive, complete, issue documents and thoroughly grasp and organize implementation; direct the Party Committee of the Government to base on the Resolution of the Central Government to direct the Government to complete the dossier of the Draft Law on Land (amended) and related laws according to regulations, and submit it to the National Assembly for consideration and decision.
2. Discuss, give opinions and agree on the following reports:
- Party building and political system work in the first 6 months of the year and directions and tasks for the last 6 months of the year;
- Socio-economic situation in the first 6 months of the year and directions and key tasks for the last 6 months of the year;
- International situation and some outstanding issues of concern regarding national defense, security, and foreign affairs;
- Important tasks that the Politburo has resolved since the 2nd Central Conference to the 3rd Central Conference and some key tasks to the 4th Central Conference of the XIV term.
3. Agree with the policy of establishing Quang Ninh city and Bac Ninh city directly under the Central Government. The Central Executive Committee assigns the Politburo to direct the Party Committee of the Government to base on the Central Government's policy to direct the Government to complete the Project and dossiers according to regulations, and submit them to the National Assembly for consideration and decision at the first non-scheduled session.
4. Agree with the policy of transferring the functions and tasks of advising on mass mobilization work from the Central Propaganda and Mass Mobilization Commission to the Party Committee of the Fatherland Front, central mass organizations and renaming the Central Propaganda and Mass Mobilization Commission to the Central Propaganda and Mass Mobilization Commission. The Central Executive Committee assigns the Politburo to consider and decide according to its authority.
5. Agree with the Politburo's plan to introduce the personnel of the Minister of Home Affairs for the 2026-2031 term. The Central Executive Committee assigns the Politburo to, based on the results of the Central Committee's introduction, officially introduce the personnel of the Minister of Home Affairs for the 16th National Assembly, the first non-scheduled session to approve according to regulations.
6. Enforce discipline in the form of Dismissal from all Party positions for Comrade Bui Van Hai, former Member of the Party Central Committee, former Secretary of the Provincial Party Committee, former Secretary of the Party Delegation, former Chairman of the People's Council of Bac Giang province (now Bac Ninh province).
The Party Central Committee called on the entire Party, people, and army to continue to promote the tradition of patriotism; unite, unify, join hands and hearts; uphold the will of self-reliance, self-strengthening, innovation, creativity, strive to overcome all difficulties and challenges, and be determined to successfully implement the Resolution of the 14th National Party Congress.
